- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W74V8H-04-R-1122. A full copy of the solicitation can be obtained at http://dccw.hqda.pentagon.mil/services/RFP1.asp Solicitation document and incorporated pr ovisions and clauses are those in effect through Federal Acquisition Circular 01-14. _____DESCRIPTION: The Defense Contracting Command – Washington (DCC-W), on behalf of the US. Air Force Cost Analysis Agency (AFCAA), has a requirement to obtain a full-time, on-site, senior level engineer, with reach back to his/her company, to provi de support to the Aircraft and Weapons Division (hereto referred to as the FMA Division) of the AFCAA. The base year contract would be for 9 months, and there would four (4) 12-month option periods. The senior engineer must have extensive experience in t he fields of military aerospace, electronics, and related industrial engineering; knowledge of historical and current state of military aerospace and electronics markets, technology, and future trends; can work side-by-side with Government analysts and oth er support contractor analysts; can clearly communicate complex technical and engineering concepts with personnel who have technical expertise ranging from none to significant; enjoys educating other individuals through on the job communication and/or th rough organized briefings; and willing to work on-site at the Government’s Arlington (Crystal City), VA location full-time. The engineer will assist AFCAA in the following areas: § Evaluate the technical baselines of aircraft, airborne electronics programs, and air-launched weapon programs for which AFCAA is performing an independent cost estimate and assess the designs for technical maturity and areas of potential technical ris k that may lead to schedule and cost growth. The contractor shall review and challenge as necessary engineering assessments made by program offices, Office of Secretary of Defense, and contractors that may impact cost and risk analyses. § Assist AFCAA’s cost teams in developing appropriate technical inputs for cost estimating relationships used in estimates and develop estimating analogies to similar historical programs. § Develop, provide, and maintain program and technical databases and case histories that can serve as a stand-alone source of historical data or can support a historical cost database. This includes documenting the technical challenges faced by aircraft , airborne electronics, and air-launched weapon programs as they relate to schedule and cost overruns, lessons learned from other programs, and identifying emerging trends in aerospace and electronics technology. § Work with junior and senior cost analysts to increase their knowledge and understanding of key technical and programmatic drivers inherent in aviation, weapons, and electronics development and production programs and to understand technology trends wi thin the market place associated with these programs. This training takes place through normal day-to-day interaction with the analysts and through development and presentation of training briefings as directed by the Government technical representative. While pursuing the four goals described above, the contractor shall develop and maintain excellent working relationships with the Government analysts and those from other contractors while working with them on-site on a daily basis and reach back into the contractor’s off-site organization to supply science and engineering assistance in matters outside the contractor’s area of expertise. AFCAA/FMA expects to review aircraft, airborne electronics, and air-launched ACAT I weapons programs during fisc al year 2004. Technologies involved will likely include airframe manufacturing technology (conventional and composites) for serial production runs, Active Electronically Steered Array (AESA) radars, other aircraft avionics, aircraft subsystems, and air-lau nched weapons. _____APPLICABLE PROVISIONS: FAR 52.212-1, Instructions to Offerors--Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3 ‘Offeror Representations and Certifications--Commercial I. items with their Offersà¢ÃƒÂ‚€Â™; FAR 52.212-4, Contr act Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (includes the following 52.222-26, 52.222-35, 52.222-36, and 52.222-37), 52.204-2 Security Requirements. _____PROPOSAL FORMAT. Quotations are to be submitted in the following format: The contractor shall submit a separate technical and cost proposal. Technical proposals need to specifically lay out how the vend or proposes to meet the requirements stated the the performance based statement of work. The proposal shall not simply rephrase or restate the Governments requirements, but rather, shall provide convincing rationale to address how the Offeror proposes to m eet the requirements.. Offerors shall assume that the Government ha s no prior knowledge of their facilities, product, or experience, and evaluation will be based on the information presented in the Offerors proposal. No oral quotes will be honored. _____E VALUATION. The Government intends to award a Firm Fixed price contract /, resulting from solicitation W74V8H-04-R-1122, to the responsible Offeror whose offering represents the BEST VALUE to the Government, price and other factors con sidered. This may res ult in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors. Offerors shall be evaluated in accordance with the criteria contained in the solicitation, including technical (c apability of the item offered to meet the criteria outlined above), price and past performance.
