- Modification to Sources Sought: The original Sources Sought notice or announcement is modified as follows. If 8(a) eligible firms are considering a joint venture as the prime A/E entity, evidence of a cognizant SBA office approval must be included with the timely submittal. The original time and date set for receipt of submittals is not extended. No other changes, corrections, or amendments to the original Sources Sought notice are made as of the time and date of this modification. Sources sought. This is not a request for offers. The General Services Administration(GSA),PBS, in Fort Worth, Texas, is attempting to determine if there are any 8(a) or HUBZone certified firms qualified to perform architectural, engineering, program management and related services within the geographical Area of GSA Southwest Region (States of Texas, Arkansas, Louisiana, Oklahoma, and New Mexico) under a firm-fixed price Indefinite Delivery Indefinite Quantity Contract procured under the Federal Acquisition Regulation (FAR) Part 36 for one base year with four one-year option periods. The anticipated solicitation/Request for Qualifications to be issued will require the successful firm(s) to provide services that may include the commission and/or the management of activities to provide professional, design, technical, management, coordination, oversight, reviews, inspection, proposal evaluation, planning, and other services required for the development, design, quality assurance, specifications, estimating services, and quality control of a task or project?s functional expectations for repair, alteration, renovation, and new construction, and shall plan, schedule, coordinate and ensure the full, effective, and economical performance of all services that may be ordered; additional services that may be ordered include, but are not limited to, environmental studies, feasibility studies, problem analysis, design review, consulting/design/construction management for elevator work, geotechnical testing, asbestos sampling/hazard assessment and/or abatement, boundary and topographical surveying, historic structure reports and studies, building evaluation reports. The services will primarily require program/project managers, architects, engineers to include mechanical, electrical, civil, structural, geotechnical, estimating and construction management and inspection disciplines; but may also include environmental, certified industrial hygienist, fire/life safety engineer, energy conservation, use of recovered materials, elevator engineers, acoustical, historic preservationist/conservationist, surveyor and other disciplines with specialized experience. The firm(s) selected for negotiations of a contract may be required to provide personnel in the described disciplines above for services to be furnished on-site at a Government owned or operated facility on an extended and temporary basis. All personnel entering on Government owned or operated facilities including performing on-site services will be required to obtain mandatory security clearances. The minimum guaranteed amount of $1000 that may be ordered and the maximum ordering limitation (MOL) for the base year and each of the four one-year option periods is $5.0 million; otherwise, there is no other limitation on the amount of each Task Order issued and no limitations as to a project?s size which may range in size from $25,000 to $20 million in estimated construction cost at award (ECCA). Projects with an ECCA of $2 million may be considered a typical project size. In order to qualify for consideration, all prime A/E firms MUST also have an active design production office within the five-State geographical GSA Region described above at the time of their response to this Sources Sought notice. All eligible A/E firms that submit a timely submittal under the anticipated solicitation/RFQ to be issued will be evaluated for the selection of negotiations for a prospective contract based on each firm?s demonstrated professional and technical competence and qualifications on the following significant evaluation criteria, considered as necessary for satisfactory performance of all required services: (1) Experience of the firm and consultants with regard to providing the types of services described above, and with regard to accomplishments of past projects including repair and alteration work. (2) Management and Inspection Capability of the firm and consultants with respect to complete management and inspection services and projects of the type described above during both design and construction phases. (3) Technical ability to include professional qualifications, expertise and education level of individuals employed by the firm and consultants that will be directly involved in the performance of services described above and their philosophy concerning the design of repair and alteration work. (4) Management/Organization/Production/Quality to include capability and past performance of the firm and consultants with respect to the firm?s demonstrated ability to mobilize personnel and services for both limited and extended temporary on-site services, producing a high quality design, maintaining good working relationships, working with small repair and alteration projects and new construction projects, meeting schedules, providing accurate cost estimates, tracking and controlling project costs. Multiple awards may be made under the anticipated solicitation/RFQ. Cost data and Certificates of Current Cost or Pricing Data shall be required under the anticipated Solicitation. Prime firms must demonstrate in Block 10 of SF 255, its plan for successful quality assurance and integration of all design disciplines, and include an Organizational Chart of the key personnel to be assigned to the prospective contract.
