- Description
- This is a Notice of Intent from NAVAIR-AD Patuxent River, MD 20670-5304 to contract on an other than full and open competition basis with Lockheed Martin Systems Integration (LMSI), of Owego, NY to provide technical, engineering design, program management, and program development support for the EC-130J aircraft Roll On Roll Off (RORO) mission suite integration. LMSI, as the systems integrator, shall be responsible for the Weapon System Integration, which ensures basic aircraft and mission performance for the permanently installed equipment (Group A) and the installed Government Furnished Equipment (GFE) modular systems (Group B) on the EC-130J aircraft. For Phase B of the overall effort, LMSI team shall provide the following specific services culminating with a System Concept Design (SCD) Review: 1. Support the Hairy Buffalo (HB) team in developing a Program Plan and developing a system design concept for integrating and missionizing the EC-130J aircraft with the multiple RORO missions, taking the Phase B program to a System Concept Design Review. 2. Completion of an initial Group A (power, radio frequency distribution and antennas) and Cooling Support System (CSS) design study. 3. Development of an Integrated Product Team (IPT) structure to support Weapons System Integration (WSI) in support of the Modular Commando Solo aircraft program. 4. Supply as Government Furnished Information (GFI), the baseline aircraft configuration including existing specifications and interface control documents (ICDs). It is anticipated that the effort will be required for a period of four months. This contract will be negotiated on a sole source basis with (LMSI) who is the only source with requisite knowledge of the design, development and integration processes, and technical data necessary to fulfill this requirement within the specified time period. This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. If sufficient competition warrants, a formal RFP will be issued. Response to this Notice of Intent to negotiate with Lockheed Martin Systems Integration should be submitted to Mr. Jeff Schoerner, Code 251444, Department of the Navy, Attn: CONTRACTS 2.5, Bldg 441, 21983 Bundy Road, Patuxent River, MD 20670-1161. Submitted response should include, but not be limited to, the following information: previous experience and a price quote. See Note 22.
