- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This notice is a synopsis for commercial services in accordance with FAR 13.5 - Test Program for Certain Commercial Items. Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to establish a single award ID/IQ contract to satisfy recurring requirements for conference, exhibition, and special event planning. Included in these requirements are Procurement Conferences, Technology Fairs/Expos, Career Fair s, Industry Days, Marketing Services, and Staff Augmentation for Administrative Support in related areas. Simplified Acquisition Procedures shall be utilized in the award of this contract. Delivery orders issued under this contract will contain a firm fixed price contract line item (CLIN) for labor and, as required, a cost-reimbursement CLIN for other direct costs approved by the Government. This procurement is totally set aside for Small Business under NAICS Code 561920 with a size standard of $6.0 MIL which is the annual average gross revenue for the last three fiscal years, as measured by total revenues, but excluding funds received in trust for an unaffiliated third party, such as bookings or sales commissions. The commissions received are included as revenue. A Security Clearance of at least SECRET is required of the proposing contractor. Proposals shall reference so licitation N00178-04-Q-1016 and include the following: 1. Company Capability Statement (not to exceed 10 pages). Capability Statements should describe your ability to perform Procurement Conferences, Technology Fairs/Expos, Career Fairs, Industry Days, Marketing Services, and Staff Augmentation for Administrative Support in related areas. 2. Corporate Experience. Provide three (3) past performance project/event descriptions, including the names, titles and telephone numbers of customers who can verify the quality of service provided. The Government may consider these and other sources that it considers current and accurate in evaluating an offeror?s past performance. There is a preference for past performance with DoD or other Federal Government orgranizations. 3. Proposed Contract Statement of Work (SOW) and Management Approach (limited to 10 pages). Describe the func tions that the contractor will perform to achieve the contract objectives, the manner in which the contractor will manage and control these functions to maximize event success while minimizing cost and risk, and the metrics and standards associated with successful performance of these functions. 4. Resumes of Key Staff (not to exceed 6 people and limited to one page each). Resumes should include only relevant qualifications and experience of key managers and employees. 5. Schedule of labor categories and proposed rates. Award will b e made to the offeror whose proposal represents the best value to the Government based on an integrated assessment of the offeror?s capability, past performance, strength of management approach, qualifications and experience of key staff, and reasonableness of labor rates. The total anticipated period of performance shall be one year base period with four one-year options. Firm fixed priced delivery orders shall be issued against this contract. Dod will not longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database. Registration may be completed by assessing the CCR website at http://ccr.gov.
