- This RFP is being modifified for the following reasons: 1. When downloading the Solicitations, interested vendors are being given notice that Solicitation 02 is a duplicate of Solicitation 01. You need only to download Solicitation 01 and Solicitation 03, which become the entire RFP when combined. 2. Subcontracting clarification - Only small businesses are allowed to participate on this Solicitation. Both Prime Contractors and Subcontractors must be small businesses in accordance with the size standards stated in Section K subsection K.8 NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (09-MAR-2004).
