Description
Groton, CT; Bangor/Everett, WA; and Japan Fleet Concentration Areas The Naval Air Command - Orlando Training Systems Division (NAVAIR Orlando) at Orlando, FL, has established a requirement for training services in Groton, Ct; Bangor/Everett, WA; and Japan Fleet Concentration Areas for Anti-terrorist/Force Protection (AT/FP) training. The overall objective of the AT/FP Training Program is to provide a contracted source and personnel to conduct AT/FP and related Navy force protection training for Navy personnel at the homeport Fleet Concentration Areas (FCA). This contracted source will provide instructor-only and turnkey services with fully qualified and certified personnel who are capable of providing the required instruction for Navy training courses under the coordination of the AT/FP Center Element. In a turn-key course, the vendor shall provide training classroom and range facilities, equipment and weapons, consumables, logistic support, lunches, transportation, and emergency medical support required for proficiency training. The service to be purchased is a proficiently trained student that meets the performance and course completion standards within the courses identified herein and as determined by the respective AT/FP Center Element. All of the following courses require turn-key support: Force Protection Fundamental Training (FPFT), Shipboard Security Engagement Weapons (SSEW), Armed Sentry Course (ASC) and shall be performed in Groton, CT and Bangor/Everett, WA Fleet Concentration Areas. All of the following courses require instructor-only support: Visit Board Search & Seizure (VBSS) in Bangor/Everett, WA Fleet Concentration Area and Visit Board Search & Seizure (VBSS), Force Protection Fundamental Training (FPFT), Shipboard Security Engagement Weapons (SSEW), Armed Sentry Course (ASC) and other related Navy force protection instructional and related services in the Sasebo/Yokosuka, Japan Fleet Concentration Areas. The offeror shall be required to work closely with the AT/FP Center Element, of the FCA for which training is being provided or the designated Point of Contact (POC), in the performance of instructional/training duties. The training provided by the offeror will encompass the course scope and learning objectives identified in the Request for Proposal (RFP) attachments. NAVAIR Orlando seeks to competitively award this contract on a 100% small business set-aside (See Note #1). The basic award will be an Indefinite Delivery Indefinite Quantity Contract (IDIQ) type awarded on a tradeoff process basis. Specific details will be provided in the formal RFP N61339-04-R-0016, which will be posted on the World Wide Web at http://www.ntsc.navy.mil/ebusiness/BusOps/Index.cfm (click on Open Acquisitions) on or about 08 December 2003. DRAFT documents will be posted to the above website on 11/20/03.
