Description
USAID?s Regional Office for Economic Development for East and Southern Africa (REDSO/ESA) was established in 1972 as a service-oriented organization to provide technical and support services to client USAID Missions and African partners in the ESA region. Currently, REDSO/ESA, co-located in Nairobi with USAID/Kenya, has three mandates. It carries out a regional program to enhance east and southern African institutional capacity to achieve food security, better contain and prevent conflict, and improve regional health systems, with special emphasis on HIV/AIDS. It works with and provides support to African intergovernmental and non-governmental organizations to carry out activities in these three areas. The program also complements and creates synergies with the bilateral programs of USAID missions. REDSO?s second mandate is to provide technical and support services to 23 other USAID bilateral and non-presence programs in east and southern Africa. Services include a broad range of areas including financial management, environmental impact analysis, procurement, legal assistance, management of food assistance, strategic planning and evaluation. The third mandate is management responsibility for programs in Somalia, Burundi and Djibouti. The Sudan Field Office which is co-located with REDSO/ESA is an important client. REDSO has a prominent role in carrying out Presidential and Agency initiatives in the region, and works closely with other agencies and offices within USAID, particularly the U.S. Department of State, and USAID?s Office of Transition Initiatives and Office of Foreign Disaster Assistance. In order to better carry out its mandates, REDSO/ESA requires the services of an experienced U.S. Personal Services Contract Project Development Officer. This position will be based in Nairobi, Kenya. Travel may be also required to Sudan, Somalia, Burundi, and Djibouti and/or REDSO client missions in the region. Overall duties of this position are defined below. BASIC FUNCTION OF THE POSITION The Project Development Officer is a critical member of REDSO/ESA?s Office of Program Development and Implementation (PDI) and reports directly to the PDI Office Director. He/she will serve as Office Director in the absence of the incumbent. PDI?s responsibilities include: overall guidance to program planning, activity design and implementation, and results reporting; program operations and budgeting support; strategic planning and monitoring and impact assessment; management of REDSO?s service planning, tracking, analysis and reporting; public relations; information and communications technology services; and management of a large cross sectoral program focused on the Horn of Africa, which will be coming to closure in FY 2004. PDI?s current staffing pattern includes 1 US Direct Hire (USDH), 4 US Personal Service Contractors (USPSCs), and 12 Foreign Service National (FSN) professional and support positions. The Project Development Officer will provide the full complement of project/program backstop services to REDSO Strategic Objective and Sudan, Somalia, Burundi, and Djibouti teams, working with Kenyan, American, and other African staff in PDI and in REDSO, and with partner organizations. The Project Development Officer assures the effective operation of PDI. He/she will lead SO Teams in the design, implementation and evaluation of program activities supporting REDSO?s three mandates. He/she will also supervise PDI?s ICT and services tracking functions.
