Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as request for quotation (RFQ) # 4IRM080. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-20. This requirement is 100% set-aside for small business. The North American Industry Classification System (NAICS) code associated with this acquisition is 333999 and the small business size standard is 500 employees. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. CLIN 0001, Data Security, Inc. HD-1T Degausser, Part Number 951-0000, Quantity required is one (1) each. The description of requirements for the item to be acquired follows: The Secret Service requires a degausser to purge electronic data thoroughly and reliably from a variety of electronic media, to include hard disk drives, digital magnetic tape, floppy disks, zip disks, and others. The degausser must be able to perform without the manual disassembly of the various media casings. The degausser must meet Department of Defense standards for purging classified and sensitive information from hard disk media. The product must meet be listed on the National Security Agency's Degausser Product List. FOB destination. Delivery and acceptance points will be: United States Secret Service, Washington, D.C. 20223. Delivery date: Not later than 05/30/2004. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The simplified acquisition procedures of FAR 13 will apply to this acquisition. Quotations shall be evaluated in accordance with FAR 13.106-2 -- Evaluation of Quotations or Offers. The contracting officer shall evaluate quotations inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Quotations shall be evaluated on the basis of the price of the quoted brand name product, low price being preferred. All quotations or offers quoting the aforementioned item shall be considered. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quotation. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the following additional FAR clauses cited in that clause apply to this acquisition: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 Alternate I, 52.225-13, 52.232-33. The clause at 52.204-7 applies to this acquisition. The clause at Homeland Security Acquisition Regulation (HSAR) 3052.209-70 applies to this acquisition. A clause that protects the interests of the United States Secret Service in accordance with 18 U.S.C. 709 shall apply to this acquisition. All quoters wishing to submit a quotation are required to be registered in the Central Contractors Registration (CCR). If not already registered, vendors should immediately register with CCR by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Failure to register may make a quoter ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at 1-800-333-0505. Internet registration takes approximately 72 hours: mail-in registration takes approximately 30 days.
