Description
NOAA's Northwest Fisheries Science Center (NWFSC) has a requirement to conduct a scientific study based on statistically valid observations of the effects of vessels on killer whale behavior in the San Juan Islands area of Puget Sound. Observations are to be made from sites that have sufficient height and an unobstructed view to the water during May through August of 2004. Sites must be located at the Lime Kiln-Edwards Point area and the Salmon Bank-Mt. Finlayson area on San Juan Island so that data collected in 2003 by a NWFSC vendor can be combined and compared with data collected for this study. The exact observation sites must be approved by the NWFSC. The focus of the research shall be on how habitat use and behavioral energetics of Southern Resident pods are affected by vessel activity. This study is divided into four tasks. Reporting requirements include: monthly reports, an interim (draft) report and a final report. The period of performance is through May 1, 2005. The NAIC code is 541710. All responsible sources may submit a proposal which will be considered by this agency. To obtain a copy of the solicitation, interested parties must "register as in interested vendor" as well as registering "to receive notification" on the FedBizOpps website for the above referenced solicitation. Upon release of the solicitation to the FBO, registered vendors will be notified via email of its availability. Paper copies will not be issued.
