RFP: AE0001234 COST PLUS INCENTIVE FIXED FEE PROCUREMENT. ***IMPORTANT CHANGES TO ORIGINAL FBO ANNOUNCEMENT DATES, AS FOUND BELOW, ARE AS FOLLOWS: RFP ISSUE DATE IS CHANGED FROM: MARCH 16, 2004 TO: MARCH 23, 2004; PRE-POROPOSAL CONFERENCE IS CHANGED FROM: MARCH 23, 2004 TO: MARCH 30, 2004; PROPOSAL DUE DATE IS CHANGED FROM: MAY 3, 2004 TO: MAY 11, 2004; THE APPROXIMATE DATE FOR ORAL PRESENTATIONS IS CHANGED FROM: JUNE 15, 2004 TO: JUNE 22, 2004. THE ONLY CHANGES ARE TO THE APPLICABLE DATES. ALL OTHER RELATED INFORMATION REMAINS THE SAME. *** The U.S. Department of Labor, Office of Job Corps Region I, New York has a requirement for the operation of the Iroquois Job Corps Center which is located in Medina, New York. Also, required as part of the contract are Outreach/Admissions Services that include 55 Male & 55 Female arrivals annually from parts of New York State as delineated in the RFP. Requirements include provision of academic, vocational, social skills and career development training, and related support services for an estimated total of 128 residential male students and 127 residential female students. The contractor shall provide residential quarters (housing) and services to residential students. The Contractor shall provide Post-Center Career Transition Services annually for 239 Graduates & 99 Former Enrollees returning to the states of New York and New Jersey. The successful contractor will operate the Iroquois Job Corps Center with the services shown above for a two year base period (11/01/04 through 10/31/06). Additionally, the contract will include the Government?s right of three successive one year options. This solicitation is set aside 100% for Small Business concerns [FAR 52.219-6 Notice of Total Small Business Set-Aside (4/03)]. The North American Industry Classification System [NAICS] Code is 611519. The small business size standard is $30 MILLION. The 100% Small Business Set Aside does not preclude a Small Business from partnering with a Large Business when done in compliance with Federal Regulations. It is encouraged, but not required, that businesses new to Job Corps have the benefit of experienced partners or associates. This procurement will be made in accordance with FAR 215-1 Alternate I which allows for oral presentations. Despite the allowance of oral presentations, written submissions will also be required. The written parts of the proposal are to be received at the Job Corps Region I, Regional Office at 201 VARICK STREET [ROOM 897], NEW YORK, NEW YORK 10014 by MAY 3, 2004--12:00 [NOON] LOCAL TIME. RFP to be issued on or about March 16, 2004. In accordance with FAR 5.102(A) (7), availability of the RFP will be limited to downloading from the following web address: http://wdsc.doleta.gov/jobcorps/ A PRE-PROPOSAL CONFERECE will be held on March 23, 2004 AT 8:00AM LOCAL TIME at Iroquois Job Corps Center, 11780 Tibbets Road Medina, New York 14103-9725. The Job Corps Center is on the first road in Orleans County. Stay on the paved road to find the Center. Interested offerors must limit their attendance to no more than three individuals. All attendees are encouraged to download the RFP prior to the PRE-PROPOSAL CONFERENCE. Approximate anticipated dates for oral presentation are June 15, 2004.
