- THIS IS A MODIFICATION TO THE INITIAL NOTICE POSTED TO FEDERAL BUSINESS OPPORTUNITIES (FBO) ON MARCH 5, 2004. BY ISSUE OF THIS MODIFICATION, THIS PROCUREMENT IS ADVERTISED AS A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. PRESOLICITATION NOTICES ARE BEING SENT TO FIRMS ON THIS AGENCY'S MAILING LIST CONCURRENTLY WITH THE PUBLICATION OF THIS SYNOPSIS. OFFERS ARE SOLICITED ONLY FROM HUBZONE SMALL BUSINESS CONCERNS. OFFERS RECEIVED FROM CONCERNS THAT ARE NOT HUBZONE SMALL BUSINESSES WILL BE REJECTED. THE DUE DATE HAS CHANGED AS A RESULT OF THIS MODIFICATION TO APRIL 22, 2004. ALL OTHER INFORMATION IN ORIGINAL POSTING REMAINS THE SAME. Tentative Advertisement Date: March 22, 2004 PROJECT DETAILS: This project consists of aggregate surface course, grading and drainage on 3.45 miles of roadway for the WY RRP SEED 12(1), SEEDSKADEE project, in Sweetwater County, Wyoming. The estimated price range is between $0.00 and $1,000,000. Principal work items include: surveying and staking (various); lump sum contractor testing; 1,100 cu yd select borrow; 13,250 tons aggregate surface course; 54,200 sq yd road reconditioning; 45,000 sq yd dust palliative application; 145 sq yd Plain Portland cement concrete pavement; 132 ln ft pipe culvert (various); 65 sq yd Portland cement concrete sidewalk; heavy equipment operators; seeding, mulching, and signing. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
