- Description
- (1) This is a combined synopsis/solicitation for commercial service, prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. (2) This is an unrestricted request for proposal (RFP). (3) The provisions and clauses incorporated in this solicitation are in effect through Federal Acquisition Circular 2001-20. (4) Acceptance will be at Air Force Weather Agency, 106 Peacekekeper Drive, Suite 2N3, Offutt AFB, NE 68113-4039. (5) FOB is destination, Offutt AFB, NE. (6) Instructions to Offerors -- Commercial Items (FAR 52.212-1) applies to this acquisition. (7) Evaluation factors include capability to provide data throughput, satellite communications capability, compatibility with current communications transmission and receiver equipment, and price/terms. (8) Offerors shall include a completed copy of Representations and Certifications -- Commercial Items (FAR 52.212-3) with offers. (9) Contract Terms and Conditions -- Commercial Items (FAR 52.212-4) applies to this acquisition. Addenda, if required, will be determined at time of award. (10) Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (FAR 52.212-5) applies to this acquisition. (11) Monthly payments, consistent with the contractor's commercial practice, will be permitted. (12) The closing date is 12 March 2004, 4:30 PM, Central Time. (13) The NAICS Code for this service is 517410, and the small business size standard is $12.5M, averaged over 3 years. (14) Description: provide continuous weather data to SW Asia via satellite communications service. Estimated dates of service are 11 Mar 04 through 31 Mar 05. The data throughput requirement is 10Gigabytes. The data communications service must provide a footprint similar to WorldSpace Communications Inc's AfriStar Satellite, East Beam. The data communications sesrvice must be compatible with the current WorldSpace WSSR-11 receivers and software. The software license file agreement and maintenance includes 100 users. Service includes telephone support at the contractor's facility during the hours 8AM to 5PM at no additional cost to the government. Service includes guarantee timeliness of repairs to the space segment of no more than 2 hours of continuous outage for each incident.
