- 29?CONTROL ASSY. Item NSN: 2995 00 450 2576, PART NUMBER: 6530-03071-045. 8 EA. Applicable to: CH53 Helicopter. Destn: Tinker Air Force Base Ok 73145-3032. Delivery: 3 each First Articles due on or about 26 July 2004, Delivery of remaining 6 each on or about Oct 31 2004. The approximate solicitation issue date will be on or about 17 March 2004. The government intends to award to this requirement to the Lowest Priced Technically Acceptable Source. This requirement and items have been screened and found to be already competitive. Additionally, the item is technically suitable and legally clear for advertising and the data package is complete. The data needed (specifications and drawings) are available with the solicitation. Surplus Material is ?NOT ACCEPTABLE?. The item to be procured provides pilots of the CH53 Helicopter with engine throttle control and is therefore considered Flight Safety Critical. First Article Testing is required to verify manufacturer?s understanding of and compliance with the applicable engineering data. This is a First Article Requirement 1. Three (3) units will be submitted for First Article Testing. 2. Two (2) units will be part of production quantity. 3. One (1) unit is in addition to production quantity. 4. Articles will not serve as a manufacturing standard. Special Requirement / Production Facilities: The first Article offered must be manufactured at the facilities in which that item is to be produced under any resultant contract, of if the First Article is a component not manufactured by the contractor, such component must be manufactured at the facilities in which the component is to be produced for the contract. A certification to this effect must accompany each First Article which is offered. Test / Inspection Requirements: Government Testing, Performance or other characteristics which the first article must meet are DWG 65301-03071 and all Sub Tier Documents. Disposition of First Articles: Two (2) each Approved First Articles will be forwarded to Supply. One (1) each will be expended in testing. Residual components of disapproved first articles will be retained by the government pending disposition instructions fro the contractor. Disapproved first articles will be returned to the contractor. First Article Delivery: Due no later than 90 calendar days from the date of any resultant contract. Notify 30 calendar days prior to shipment. First Article Waiver *Offerors who have previously furnish production quantities of the same or similar articles to the prime contractor for delivery to the Air Force may receive a waiver of the First Article. Complete delivery and acceptance documentation is required! *Offerors currently in production of the same or similar articles to the Air Force and have received First Article approval under the existing contract may receive a waiver of the First Article. Complete First Article approval documentation is required! *Offerors who have previously furnish production quantities of the same or similar articles to the prime contractor for delivery to the Air Force may receive a waiver of the First Article provided articles thus furnished have exhibited satisfactory performance in service, in the opinion of the Air Force. Complete documentation is required! In relation to the first article waiver conditions listed above (*), waiver may be granted provided not more than 36 months have elapsed since the completion of the contract. Currently there are three previously approved sources, (Cage Codes: 33682, 50036, 54675) that will require First Articles due to the 36 month restriction. The weapon system manufacture is Sikorsky / United Technology Corporation Cage Code 78286. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
