Description

Point of Contact ?????? Ernie Waugh, Contract Specialist, (817) 886-1087. This will be an Indefinite Delivery/Indefinite Quantity Construction Type Contract. The contractor shall provide all contract forces to perform paving tasks at various locations around Lake O The Pines and Wright Patman Lakes, Texas, (Piney Woods Project) in accordance with the specifications herein as ordered by individual Task Orders. The following is a list of required tasks under this contract and each will be required at various locations around the various lake projects: Preparation of Raw Subgrade (6 inch), Road Shoulder Repair, New Base Course (In Place), Iron Ore Gravel (In Place), Scarifying and Reshaping Base Course, Lime Stabilized Subgrade (6 inch), Portland cement treated materials, Single Course Surface Treatment, Two Course Surface Treatmen t, Hot Mix Asphalt Concrete Pavement (Type C and TypeD), Bituminous Tack Coat, Bituminous Prime Coat, Pavement Patching and Repairs, Sealing Joints and Cracks in Pavement, and Linear Pavement Marking. The contract will be issued for a base year and will co ntain four (4) one-year options that may be exercised at the Governments discretion. Work includes but shall not be limited to, all job planning, programming, scheduling, administration, and management necessary to assure that work is accomplished in acco rdance with this contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer and/or his authorized representative. The quantities of services specified in the bid schedule are estimated. Actual wo rk performed will be authorized by task orders issued to the contractor during the term of the contract. Estimated Construction Range: $1,000,000 to $5,000,000.00 for the base and four option periods. Solicitation will issue on or about 29 March 2004. Bids will be due on or about 29 April 2004, 2:00 p.m. local time. Duration of the project is from date of award through 365 calendar days with four option periods of each. The North American Industrial Classification System (NAICS) Code applicable to th is project is 237310. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requireme nt for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantages Busines s, 10%; Women-Owned Small Business, 10%; Service-Disabled Veteran-Owned Small Business, 3.0%; and HUBZone Small Business, 3.0%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 in ch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
