- The Naval Sea Systems Command (NAVSEA) has embarked upon several initiatives aimed at transforming the Command?s business model to a more efficient, effective and responsive process. NAVSEA is seeking all interested parties? assistance and input on it?s initiative to review the policies, regulations and current practices that drive the ?content? and costs of the contracting process at NAVSEA Headquarters and its field activities. The review will identify policies, regulations and practices that provide little or no added value, in terms of cost, schedule or risk, as well as those policies, regulations and practices that could be improved to help reduce costs and acquisition cycle time. The review will also include clauses and other solicitation/contract language that may be unnecessarily adding cost and/or cycle time to our hardware and support contracts. Interested parti es are encouraged to provide suggestions to make this review as effective and comprehensive as possible. Traditional and Non-Traditional Department of Defense contractors, all types of Small Businesses, Government Organizations and Academia are encouraged to participate. Interested parties are invited to provide suggested revisions to the policies, regulations and practices used in the NAVSEA contracting process. Any potential revisions that can increase the effectiveness and efficiency of the contracting process are of particular interest. The collection of best practices and identification of technological advances in the contracting process are also desired. Interested parties shall use the response form located at http://www.nll.navsup.navy.mil/navicp/docs/Form.doc to provide all feedback, with all required fields completed. Responses should not contain proprietary in formation. Please submit the completed response form via email to Mr. Richard D. Braendel II, NAVSEA Contracts, at BraendelR@navsea.navy.mil. Please contact Mr. Braendel at the aforementioned email address if you experience any problems accessing the form. An initial response is requested by 15 April 2004, with any additional input requested by 15 May 2004. NAVSEA plans to invite selected respondents to join its Contracting Efficiency Task Force to discuss and deliberate all responses. If interested in participating on the Task Force, please provide the name, phone number and email address of the recommended individual. The NAVSEA Task Force Lead is Mr. Michael R. NAVSEA will not provide reimbursement of costs associated with the documentation submitt ed in response to this Request for Information. This Request for Information shall not be construed as a commitment of any kind by the Government.
