Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is seeking information and options for small business contractor support to transition the current SBIR computer and database infrastructure to meet requirements of the Washington Navy Yard infrastructure, the Navy Marine Corps Intranet (NMCI), and the ONR web-based SBIR process. The contractor is to provide support for the long range planning, day-to- day operations and upgrade of the NAVSEA SBIR effort in the following areas: (1) Maintain, upgrade and operate SBIR legacy system, including the Apple Macintosh-based SBIR 4th Dimension Program Execution and Award (PE&A) System. Modify legacy (Applescripts code) software to reflect ongoing program changes. The fourth Dimension (4D) relational database system is currently being used by the SBIR Office to track and monitor submittals, awards and progress of contracts pertaining to the NAVSEA SBIR program. (2) Provide continuity of operations while supporting the transition of SBIR legacy capabilities and data to a new more redundant and compliant Windows Server SQL-based Web Client Browser-based system to be used by all Navy SBIR claimants. This system is currently being developed in conjunction with the Office of Naval Research (ONR) and is targeted to replace the current [4D ] legacy system functions within 12-18 months. (3) Provide project management support and liaison with ONR as they develop and launch the successor application. The Contractor shall serve as the SBIR Business Process subject matter experts and shall support the ONR development of a consolidated, robust SBIR infrastructure that will support DOD/DON SBIR requirements. This will also include supporting the initial phased installation; maintenance, upgrade and operation of NAVSEA related system hardware and software. The needed functionality must comply with NMCI and establish relationships between databases serving the receipt and evaluation of SBIR contract proposals, preparation of contract procurement requests, FMIS, STARS, PM database, tracking and reporting program activities and milestones, and providing program status reports to DOD, the Small Business Administration an d Congress. (4) Specify, procure, install, configure and maintain the necessary hardware and software for the upgraded system. Be responsible for both backups and upgrades needed for this system in order to keep up with the growing demands of the NAVSEA SBIR program office. (5) Export data from current fourth Dimension DBMS Macintosh-based legacy system. Convert and import into the new SQL web-based system. (6) Work with the ONR staff and support contractors to insure that the best interest of the NAVSEA SBIR program office is being met by this new system. This will include attendance at any developmental meetings as well as supplying necessary documentation needed in order for the system to function to the standards set by the NAVSEA SBIR program office with agreement from ONR. (7) Train all personnel who require access to this system as requested by the NAVSEA SBIR progr am office. (8) Assist and improve operations of the SBIR program in the areas of program activities associated with SBIR contract awards, lessons learned, metrics updates, Proposal Evaluation Panel (PEP) and Technical Point of Contact (TPOC) training and interface. (9) Maintain and operate the SBIR document management system, including document management software and hardware. Scan, index and archive all proposals, contracts and correspondence pertaining to the NAVSEA SBIR program. (10) Provide hardware, software and supplies needed by the NAVSEA SBIR program office at their request for the growth of the program, including installation, troubleshooting, configuration and maintenance of any new equipment. (11) Support SBIR Program Manager and staff as requested with presentations, technology updates and database support. Responses to this Sources Sought Announcement shall be submitted by 26 March 2004 and shall include a brief description of the company; a statement of capabilities relevant to the requirement; examples of previous experience; a concept of how the technical requirements will be met; and a rough Order of Magnitude cost estimate. NO SOLICITATION EXISTS AT THIS TIME. This request is for information only and is intended to identify items currently available or companies capable of providing the computer and database support.
