- ?This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. The North American Industry Classification Code (NAICS) for this procurement is 541330, the Federal Supply Class (FSC) is JO14. The Port Hueneme Division, Naval Surface Warfare Center intends to issue a request for proposal to United Defense (UD), 4800 E. River Road, Minneapolis, MN. on a sole source basis for design agent services to support the Guided Missile Launching Systems (GMLS) MK 10, MK 13, MK 22 , and MK 26; AEGIS/MSL Simulator MK 72; Digital Data Distribution Set AN/USC-40(v); launcher training programs and launcher training equipment. UD is the original design agent and sole manufacturer of the above systems and has custody of full scale GMLS Land Based Test Units (LBTUs) for design and test purposes. This acquisition will also provide design engineering services and materials for for engineering investigations and design studies to resolve fleet problems and improve reliability; develop equipment and program changes to resolve fleet problems and improve reliability; prototype, test and proof-in equipment changes; prepare logistics to support equipment changes; and develop component/system procedures for overhaul, repair, installation alignment and testing of the above systems and components. UD is the only known source that process the in-depth technical knowledge, experience and capabilities required to manufacture, alter and repair these systems and their components. In addition, UD is the only known source that has access to the required facilities, special tooling, test equipment and computer program maintenance equipment as established for program support by NAVSEA. The proposed contract type will be a cost-plus-fixed fee, indefinite delivery indefinite quantity level of effort with award terms. The proposed contract will be for a base year starting 01 June 2004 with four one-year option periods and five one-year award term periods. The estimated number of labor hours are as follows: Base Year ? 3,600 hours, Option One ? 4,200 hours, Option Two ? 4,200 hours, Option Three ? 4,300 hours, Option Four ? 4,100 hours. Award Term One ? 4,000 hours, Award Term Two ? 3,800 hours, Award Term Three ? 3,000 hours, Award Term Four ? 3,000 hours, Award Term Five ? 2,500 hours. The total estimated labor hours for this requirement is 36,700 hours. The anticipated release date for this solicitation is on or about 24 March 2004. A hard copy of the solicitation will be available, for review only, on the PHD NSWC Acquisition Department Bid Board at 4363 Missile Way, Building 1215, Port Hueneme, CA. No paper copies shall be provided. The deadline for submitting a proposal will be 30 calendar days after the release date of the RFP. All qualified responsible parties may submit a proposal, which shall be considered by the agency. Notes 12, 22 and 26 apply.
