- Description
- Contract will be for the installation, removal, and/or disposal of underground, aboveground, basement, and vaulted storage tank systems at various leased and postal-owned facilities located throughout the Eastern and South Eastern United States. One or more contracts will be awarded for each of the following areas: Ohio, including the eastern portion of Indiana; Pennsylvania, excluding the Philadelphia area; the Philadelphia/South Jersey area; the Capital Metro area, including Delaware, Maryland, and Northern Virginia; Kentucky, including the southern portion of Indiana; Virginia/West Virginia; and North Carolina/South Carolina. NOTE: THIS CONTRACT DOES NOT INCLUDE ENGINEERING SERVICES. The contract is a unit price type arrangement for a two-year base period with three one-year renewal options. The total quantity of work ordered under the contract will not be less than $10,000 nor more than $5,000,000. Work orders will be issued against the contract for various amounts and types of work at predetermined unit prices. The proposal amount will be a multiplier of these unit prices. The multiplier must include the offeror?s overhead, profit, and all other costs of doing business. The initial contract amount is $250,000, which, at the discretion of the Postal Service, may be increased in increments of no less than $250,000. Performance and payment bonds in the amount of $250,000 will be required within five days from notice of intent to award. Consent of surety will be required for incremental increases to the contract. Offerors may be considered for contract award in more than one area, but must meet the following minimum requirements: (1) have five years experience as a UST construction contractor; (2) have an established office or branch located in the service area in which they wish to be considered, one that has been conducting business for at least three years; and (3) be fully licensed for this type of work, as required by state law, in the service area in which they wish to be considered. Evaluation factors include past performance, experience, and resources. Price will be considered equal to the evaluation factors. Participation by minority-owned and woman-owned firms is encouraged.
