Description
The Defense Information Technology Contracting Organization (DITCO) Europe intends to issue under full and open competition, a Request for Proposal (RFP) HC1021-04-R-0043 to establish a follow-on contract to provide commercial satellite service consisting of two video/audio/data uplink services (one each from Germany and Italy) that provide U.S. Television and radio entertainment and information programming to U. S. Department of Defense service members, civilians and their families stationed throughout Europe and the Middle East on behalf of the American Forces Radio and Television Service (AFRTS). The contractor providing services under the current contract is T-Systems, MediaBroadcast, Produktmanagement Business TV, Frankfurt, Germany. The contractor shall provide two 36 MHz, Ku-Band, widebeam transponders on satellite(s) located at 13 degrees east geosynchronous orbital slot and shall install, test, monitor and maintain two video/audio and data Ku Band uplink services to the two transponders. Additionally, the contractor shall provide video/audio downlink services to support 75 U.S. Government installations within Germany. The two points of broadcast video/audio and data origination are Coleman Barracks, Bldg 23, Mannheim, Germany and Caserma Ederle, Bldg 10, Vicenza, Italy. Government furnished space will be made available at Coleman Barracks and Caserma Ederle to install uplink facilities if desired. The AFRTS signal/service will be provided to the contractor from the American Forces Network-Europe (AFN-E) facilities located at Coleman Barracks, Mannheim, Germany and Caserma Ederle, Vicenza, Italy. The contractor may build an uplink facility on Government property adjacent to Coleman Barracks and/or Caserma Ederle or extend the signal via fiber to a remote location within a current NATO member country for uplinking. If the contractor elects to utilize the Government property adjacent to Coleman Barracks and/or Caserma Ederle, they shall be restricted to the existing antenna farm adjacent to Coleman Barracks and the existing antenna platform facilities at Caserma Ederle. If the contractor elects to uplink the AFRTS service from a remote uplink located in a current NATO member country the contractor must provide a dedicated full-time 45 Mbps DS3 fiber connectivity (no ATM switching) from the AFN-E facilities at Coleman Barracks, Bldg: 51 and/or Caserma Ederle, Bldg: 10 to the remote uplink facility. The RFP will be issued under the commercial acquisition procedures of FAR Part 12 and an Indefinite Delivery/Indefinite Quantity (ID/IQ) firm fixed priced contract is contemplated. Period of performance is a 60-month base period, with five, one-year options. The Government will make a single award to the lowest priced, technically acceptable offer. The RFP will be posted on or about 16 March, 2004 in Federal Business Opportunities (FEDBIZOPPS) at (http://www.fedbizopps.gov) and DITCO web site at (http://www.ditco.disa.mil) and will not be made available in hard copy. SITE SURVEYS: The Government is scheduling site surveys at the two Government signal demarcation locations: Coleman Barracks, Mannheim, Germany, and Caserma Ederle, Vicenza, Italy. Prospective offerors desiring to have representatives participate in the site surveys shall provide registration information in writing to Mr. Terry L. Green at greent@sembach.disa.mil. Site surveys are scheduled for 23 March 2004 at Coleman Barracks, Bldg: 23 and 51, Mannheim, Germany and 25 March 2004 at Caserma Ederle, Bldg: 10, Vicenza, Italy. Registration information must be received by DITCO-Europe no later than 18 March 2004. Request for site survey reservations must provide the following information for each individual desiring to attend the site surveys: full name, e-mail, telephone numbers, social security number, company and position, security clearance, granting agency, date clearance granted, birth date, place of birth and citizenship. A security clearance is not required to attend the site surveys, but may be beneficial towards gaining access to the locations. The site survey itinerary will be provided only to those offerors who have registered to attend the site surveys. PROSPECTIVE OFFERORS ARE REQUESTED TO LIMIT THEIR ATTENDEES TO TWO PER COMPANY. This acquisition is unrestricted and (NAICS) 517410 is applicable to this requirement.
