- DSCR intents to negotiate with responsible concerns for establishment of one or two contracts for NSNs 9150-01-102-9455 and 9150-01-123-3152, 2 different NSNs for Brake Fluid, Silicone. Indefinite quantity contract(s) will be awarded- with base period of one year and four, one-year options. Both are manufactured to MIL-PRF-46176. QPL applies to this specification. Direct access to defense and federal specifications, standards, and related standardization documents is available on the internet via www.dodssp.daps.mil. NSN 9150-01-123-3152 has a base year estimated quantity of 1,800 cans and option year estimated quantities of 2,880 cans per year. NSN 9150-01-102-9455 has a base year estimated quantity of 45,000 gallons and option year quantities of 72,000. Delivery orders will be issued for both NSNs- only shipments to Tracy CA and Richmond VA, FOB destination with origin inspection and acceptance on each order. No POPS/DVD/EDI. Required delivery is 30 days ARO. Fifty (50) percent Small Business set-aside applies. Surge and sustainment applies to this procurement and a surge plan will be required. Large business offerors will be required to submit a Small Business/Small, Disadvantaged Business Subcontracting Plan. See numbered notes 2, 9 and 23. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solictation.
