Description
The Natural Resources Conservation Service (NRCS) in Des Moines, Iowa, is seeking assistance from private sector individuals, firms and entities to provide design assistance for Soap Creek Watershed, Site 26-55. This is a request for the SF 254 and SF 255?s of firms interested in providing these services. Site 26-55 is an earthfill dam located in Davis County approximately 4 miles south and 5 miles east of Blakesburg, Iowa. The dam will be located on a county road. The completed project will serve as a flood control dam with a county road on the top of the dam. The services will consist of providing design analysis, preparation of construction drawings and specifications, quantity calculations, engineering cost estimate, and a performance time estimate. The design analysis will include but not be limited to hydrologic and hydraulic analysis; slope stability, seepage, and settlement analysis; and structural design analysis. The design will be required to meet all applicable NRCS design criteria and standards as well as all applicable federal, state, and local regulations. The contractor shall furnish the necessary personnel, equipment, labor, materials, transportation, office space, and related support facilities to perform the service described herein. The contract will consist of four phases. Phase 1 ? Preliminary Design: Field review of the site; review of existing data (surveys, geologic investigation, soil mechanics testing, and locating borrow areas have been completed); perform hydrologic analysis and hydraulic computations; slope stability analysis; seepage analysis; settlement analysis; and drainage system design. Phase 2 ? Final Design: Finalize all design computations; perform structural analysis; develop steel schedules as needed; and prepare quantity calculations. Prepare a final design report. Phase 3 ? Contracting Documents: Prepare construction drawings; construction and material specifications; performance time estimate; and engineering cost estimate. Phase 4 ? Services During Construction: Provide consultative services to the contracting officer during construction. Successful applicants will be required to be a licensed professional engineer in the State of Iowa. Firms will be evaluated on the following factors: 1) Professional qualifications necessary for satisfactory performance of the required services. Evaluation will be based on personnel selected to perform the proposed work, including technical skills, project coordination and management skills, and experience working as a team. 2) Specialized experience in the design, drafting, preparation of specifications, and construction of earthen dams. 3) Capacity to perform the work in a relatively short required performance time. Evaluation will be based on volume and nature of present workload as it relates to the ability to perform the required work. 4) Past performance on contracts with federal, state, and local agencies and with private industry. Evaluation will be based on the quality, as demonstrated by sound technical knowledge and judgment, and timeliness of performance under previous contracts. 5) Location in the general geographic area. Evaluation will be based on the firms proximity to Des Moines. Interested and qualified firms are invited to submit four (4) copies each of a Standard Form 254 and Standard Form 255 to the contracting office address listed above to the attention of the Contracting Officer by 4:30 p.m. central time, close of business, on April 12, 2004. Only those firms responding by that time will be considered for selection.
