- NOTICE of intent to invite to international, single-stage competitive bidding in the procedure compliant with AC/4-D/2261 Bid number: ICB/03/2004 - AF Subject: Provide Aircraft Parking Platform in the POWIDZ Airfield 1. The Republic of Poland intends to invite to international, single-stage competitive bidding, the object of which will be as follows: Construction of an aircraft parking platform, including: construction of a concrete pavement, thickening of the existing pavements and taxiways surfaces, provision of earth shoulders, navigational edge lighting, general platform illumination, day marking, surface draining system The procurement shall comprise the following project: 2AF 15028 - Parking platform for strategic transport aircrafts 2. Basis for notice: Investment Package CP-2A0022 - Airfields - approved by the NATO Infrastructure Committee - approving document - AC/4(PP)N(1999)030 Project 2AF 15028 mentioned in item 1 approved by the NATO Infrastructure Committee - approving document - AC/4-DS(2002)19 dated 03.07.2002 3. Expected term of performance: Works start (EDS) - 01.09.2004 Works completed (EDC) - 30.07.2005 4. Financial security terms and conditions: Bid bond in the amount of 2% of the total project value. Performance bond of the contract in the amount of 5% of the offer value. 5. Conditions required with respect to bidders: Bidders must obtain a "Declaration of Eligibility" issued in respect to the subject task by the government of the potential contractor's country of origin, or by another authority designated for this purpose. The Host Nation (bidding organizer) can check additionally the general technical, financial credibility and references by using qualification questionnaire. Response not submitted by a firm on the above-mentioned FIDIC Standard Prequalification Questionnaires and failure to answer any question or providing insufficient answers may lead to elimination of the competing company. 6. Security classification: Execution the subject matter of procurement will be connected with access to classified information named "CONFIDENTIAL". a). Each foreign bidder must obtain The Facility Security Clearance with a clause "NATO CONFIDENTIAL" or a higher clause. Lack of The Facility Security Clearance will be a reason to reject an offer (or eliminate a bidder from the bidding). b). National bidders should fulfill requirements included in The Classified Information Security Law dated 22 January 1999 with latest regulations. 7. In order to ensure proper communication each foreign bidder should establish its representative in Poland and provide the procuring entity with its address, phone number, e-mail and particulars of the contact person. 8. For consortiums, all participants must be eligible as per AC/4-D/2261 requirements. 9. Only eligible companies with similar projects experiences and with above required security clearance may participate in the bid. Similar projects successful completion certificates issued by the relevant authorities have to be enclosed. A lack of relevant projects successful completion certificates could lead to elimination of the applying company. 10. Expected date of submitting offers in Polish language: 05.07.2004 11. Expected date of bidder selection: 29.07.2004 12. Bidding procedure, excluding Declaration of Eligibility, shall be conducted in the Polish language, and Polish language shall be the contract language. 13. It is specifically stressed that the bid may be cancelled, with no reimbursement to the bidders for expenses occurred or the above-mentioned dates may be subject do change.
