- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-04-T-0365. CLIN 0001- Contractor shall provide one each Antenna, Direct Fire capable, 60 watts, with the following salient characteris tics: -Size of the antenna unit shall not exceed 29 x 33 x 4 inches- Output Power at least 60 watts with receiver gain greater than 33 dB. -external DC power supply -Antenna beam should not exceed 5 X 5 degrees in azimuth and elevation. -Range performance: with the system located no more than 10 meters from the muzzle, the system shall be capable of measuring the velocity of a 120mm APFSDS pr ojectile fired in a flat trajectory to a range of at least 4000 meters, with an accuracy better than or equal to +/- 0.15 percent. -All electronics for signal sampling and intermediate signal storage must be integrated in the Antenna unit. At least 15 Mbyt es of storage space and 12 bit A/D converter. Software controllable filter. -All trigger detection electronics must be integrated in the antenna unit.-Self calibration: The antenna must calibrate itself automatically at each firing, without the need for an y external reference or calibration.-Motion Compensation: The antenna unit must include an accelerometer and necessary electronics to allow compensation for the actual gun blast.-Transmitting frequency: X-band, the maximum oscillator phase noise must not e xceed -124 dBc/Hz @ 10 kHz offset.-The antenna unit must include a TCP/IP Ethernet interface for control and data transfer.- The system shall be capable of automatically calculating the Muzzle Velocity based on the recorded signal. The calculated result mu st be available via the TCP/IP Ethernet within a maximum of 2 seconds after the measurement is completed. -The calculated Muzzle Velocity and other important results as well as the raw Doppler signal must be available to any computer on the TCP/IP network. -Processing and control software: The FFT based processing software must run on a standard Windows XP PC, without any special hardware required to control the antenna. All antenna control and data transfer must run through a standard TCP/IP Ethernet connec tion directly to the antenna. - The software shall be capable of processing data recorded with existing Doppler Radars at the Army Test Center (ATC) (W-700, W-680i, W-1000 etc). The software shall be capable of analyzing signals recorded on disc without t he need for being connected to the antenna unit. -Data recorded on disc from the system must be compatible with other systems already in use at ATC (W-700, W-680i, W-1000 etc, Model SL-60034P or equal. Model number listed is that of Weibel Scientific. Ac ceptance shall be at Destination. Shipping shall be FOB Dest. Delivery shall be to the U.S. Army, Aberdeen Proving Ground, MD 21005. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 , Evaluation--Commercial Items applies to this acquisition; fill-ins in Paragraph (a) are Technical Capability, Price and Past Performance and less important than price. The technical evaluation will be a determination as to equality of the product and sh all be based on information furnished by the vendor. The government is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. The government will award a contract to the offeror whose off er conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. A completed copy of the provision at 52.212-3, Offeror Representa tions and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Stat utes or Executive Orders--Commercial Items, applies to this acquisition.
