- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. . The solicitation number is W911W6-04-C-0052 and is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Feder al Acquisition Circular 2001-20. The North American Industry Classification System applicable to this solicitation is 334519. The size standard is 500. The Government intends to acquire Test Cell Control for Rolls Royce 250-C30R/3M Engine. The Flexible Engine Diagnostic System (FEDS) (military designator A/E37T-33) is designed for off-airframe testing of turboshaft engines at the intermediate maintenance level. The FEDS at Fort Campbell, KY needs to be able to run the Rolls-Royce 250-C30R/3M used in the A/MH-6M Mission Enhanced Little Bird in order to verify proper engine performance prior to installing the engine on aircraft. The purpose of testing is to perform leak checks, vibration checks, and power checks to avoid installing engines on the aircraft to perform these functions. Modification of the FEDS to perform these tests will save time by avoiding unnecessary engine installations and removals. The Contractor shall fabricate a control panel and harness for operation and monitoring of the RR250 C3 0R/3M engine on the FEDS. (Note: The Government does not own data rights to the engine/FADEC interface control documentation (ICD) necessary for design of the control panel and the ICD will not be provided as part of this effort. The contractor is respon sible for necessary ICD information.) The existing FEDS test trailer, fuel and oil systems will be used. The Contractor is responsible for control panel to be mounted in the FEDS control cabin and the harness between the engine, FADEC and control cabin. The system shall meet the following criteria: The system shall be capable of safely running the RR250 C30R/3M engine. The control panel will be stand alone in a removable 19-inch rack mounted enclosure. Digital gauges shall be provided in the control p anel for monitoring N1, N2 and EGT. The harness between the test stand and the control panel shall be two pieces with a bulkhead connector to be installed on the FEDS control cabin. The length of the harness between the control panel and the bulkhead con nector to the engine test stand shall be 75 feet. The cables shall have provision for connection of a computer (within the FEDS control cabin) to the FADEC for the purpose of running the existing engine monitoring software as can be currently done on the aircraft. The existing test cell throttle system shall be utilized. The existing test cell measurement capability will be used for monitoring vibration and torque. The FEDS control cabin can provide both 28 VDC and 110 VAC (60 Hz) power. The Contractor shall support installation and checkout of the control on the FEDS at Fort Campbell for a total of two days. The contractor shall provide installation drawings and a manual for the panel. The Government will award a contract resulting from the solicitat ion to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition wi thout addenda. The provision at 52-212-2, Evaluation-Commercial Items, applies to this solicitation. The following factors will be used to evaluate offers: technical compliance of the item offered to meet Government requirements, price, and past perform ance. The evaluation factors are listed in descending order of relative importance. Technical compliance, and past performance when combined, are more importa nt than price. The Government will evaluate the adequacy of the control and completeness and adequacy of the control substantiating documentation, i.e. drawings of the control panel, schematics of the harness with interface to the engine/FADEC and connect or types along with definitions of electrical signals to the FADEC. To facilitate evaluation of past performance, the offeror should submit a description of all awarded contracts for items that are similar to those contained in this solicitation, including all prime and subcontracts, received over the last 3 years. The description should include: contract numbers, points of contact and contact information, contract amount, delivery schedule and a statement of the effort required under each contract.
