Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase Aerosol Generation and Measurement Equipment on a sole source basis from TSI Incorporated, 500 Cardigan Road, Shoreview, MN 55126. TSI equipment forms the basis for all existing test standards developed in chemical and biological agent detectors used by NSWCDD to date, for joint services use. The required suite of equipment rep resents upgrade of the NSWCDD existing suite of aerosol science and biological agent detection technology equipment and must be compatible with the existing equipment capabilities. The required items and quantities are: MDL 3321 APS Spectrometer (1 EA), MDL 3400A Fluidized Bed Aerosol Generator (1 EA), MDL 3450 Vibrating Orifice Aerosol Generator (1 EA), MDL 3012A Aerosol Neutralizer (1 EA), MDL 3306 Impactor Inlet (1 EA) and MDL 1502574 Replacement Bronze Beads (10 EA). Required delivery is within 45 days after date of order under F.O.B. Destination terms. Any offered alternatives must as a minimum: (1) provide compatibility without jeopardizing NSWCDD's current test standards, (2) provide immediate plug in and use capability (i.e. able to immediately start operations after all new and existing equipment is interfaced and plugged into established outlets), (3) provide spe ctrometer aerodynamic measurement from 0.5 to 20 micrometers and light scattering intensity in the optical size range of .37 to 30 micrometers, (4) provide fluidized bed aerosol generator dry aerosols in the particle size range of .5 to 40 micrometers in concentrations from 10 to 100 milligrams per cubic meter, (5) provide vibrating orifice particle generator mono dispersed wet aerosols in the particle size range from 1 to 200 micrometers, (5) provide a aerosol neutralizer to minimize losses and coagulation from electrostatic charges, (6) provide an impactor inlet that allows collection of size segregated samples without disruption of spectrometer measurements and allows simultaneous particle size measurements, and (7) function together with all offered items. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIED UNDER THIS NOTICE. SUBMIT FAXED, SIGNED AND DATED QUOTATIONS NLT 2:00 P.M 19 MARCH 2004 to 540-653-6810. IT IS THE OFFEROR'S RESPONSIBILITY TO ASSURE THAT THE QUOTE IS RECEIVED TIMELY AND THAT IT IS LEGIBLE AND COMPLETE. AS A MINIMUM, QUOTATIONS MUST INCLUDE: (1) Reference to Quotation Number N00178-04-Q-3020, (2) The quoter's name, address, point of contact, phone number and email address, (3) Clear identification of offered products manufacturer, model numbers, quantities and prices for each offered item, (4) The offered delivery and (5) Descriptive literature for any/all non-TSI offered products/items (NTE 6 pages), which clearly addresses the above minimum specifications. QUOTES FAILING TO SUBMIT THE ABOVE INFORMATION MAY BE EXCLUDED FROM CONSIDERATION. All responsible sources may submit a proposal to NSWCDD, Bldg 183, Room 106, Code XDS13, 17320 Dahlgren Road, Dahlgren, VA 22448-5100, which s hall be considered by the Agency.
