Description
NASA/JSC plans to issue a Request for Proposal (RFP) for the construction of the NASA JSC White Sands Test Facility (WSTF) "Columbia Health & Fitness Center". The work to be performed under this project consists of providing the labor, equipment, and materials to construct a new 11,066 Sq. Ft. Health and Fitness Facility on an existing parking lot site. The facility will house a gymnasium, weight and aerobics area, locker rooms and toilets, reception area and associated mechanical and electrical support areas. The building structure will be a pre-engineered building with masonry, metal siding, metal roof, aluminum storefront and entrances, and steel trellis with masonry screen wall on the exterior. WSTF NASA/JSC will be applying to the USGBC (United States Green Building Council) for LEED (Leadership in Energy and Environmental Design) certification for this project. The contractor will be required to be familiar with the LEED certification process and its various requirements. WSTF is located approximately 16 miles Northeast of Las Cruces (on the West side of the Organ Mountains). Directions: from Highway 70 and Interstate 25 intersection, travel approximately 10 miles East on Highway 70, take NASA Road exit and travel 6 miles north on NASA access road until you reach the Guard Gate. The order of magnitude for the procurement is Between $500,000 and $1,000,000 and the effort shall be completed within 210 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The NAICS Code and small business size standard for this procurement are 236210 and $28.5M, respectively. The anticipated release date of the RFP is on or about March 30, 2004 with an anticipated offer closing date of on or about May 11, 2004. The procurement will be conducted using Best Value procurement procedures. The firm date for receipt of proposals will be stated in the RFP. Full size drawings will be available from Kinko's Copies Las Cruces, NM (505) 522-5758. Drawings will not be released from Kinko's prior to the RFP release date. Because of the large size of the Specifications (over 700 pages) potential Offerors may request hard copies of the Specifications. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement with the exception of the drawings will also be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the URLs linked below. -Site Visit- The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for - April 14, 2004 at 9:00 AM Mountain Daylight Savings time Participants will meet at- NASA JSC WHITE SANDS TEST FACILITY Building 110 (Rotunda) Participants are required to be United States Citizens to enter NASA JSC WHITE SANDS TEST FACILITIES. Participants are required to provide a list of those planning to attend this site visit. List shall include Name, Company Name, Phone, and E-mail. All contractual and technical questions must be submitted in writing via e-mail. Telephone questions will not be accepted.
