Description
Description The Missile Defense Agency (MDA) is seeking potential sources to provide Advisory and Assistance services similar to systems engineering and technical assistance (SETA) arrangements to support the Agency in the execution of its mission. This effort is a follow-on to an existing contract performed by Computer Sciences Corporation. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) for this requirement is 541710 Guided missile research and development, with a size standard of 1,000 employees. This requirement is unrestricted, however, MDA may limit the sources solicited to only small businesses if a sufficient number of qualified small business sources respond. All small business respondents shall confirm that their size status is small on both their applicable GSA FSS contract and under the NAICS code size standard. Only those GSA schedule respondents judged best qualified to compete for the work will be sent a Request for Quotations package within the next four (4) weeks with offers due two (2) weeks later. The required services provide support for the Director, Deputy Director, Executive Director, Technical Director, Technical Advisor, BMDS Executive Officer and Chief of Staff of the Missile Defense Agency. Services include, but are not limited to: 1) providing senior independent assessments on a broad range of issues affecting the development, deployment or operation of missile defenses; 2) executive services for the MDA Executive Management Council, including but not limited to tracking of taskings, issues, correspondence and policies, meeting planning and coordination, strategic planning, executive communications support and emergency preparedness support; 3) meeting support for program and organizational reviews; 4) strategic planning and executive communications support; 5) Ballistic Missile Defense System (BMDS) Block Development management support including research and analysis and document preparation supporting cost, schedule and performance management, executive actions, lessons learned, program support officers and working group support; and 6)issue tracking, studies and analyses in the areas of safety and mission assurance support. The resultant order will consist of a Firm Fixed Level of Effort contract line item for labor and a Cost contract line Other Direct Costs, i.e., (travel). The term of the order with options is anticipated to be at least four (4) years. The Man Year Estimate for this requirement is 58 per year. Some positions will be on site at MDA Headquarters in Arlington, VA and some will be off-site in the Washington metropolitan area. All personnel require a SECRET clearance. Acceptable sources must be able to provide 75% of personnel with SECRET clearances on contract start date (approximately 30 days after award) and 100% within 90 days of order start date. GSA schedule contractors are invited to submit to the contracting office as early as possible, but not later than 31 December2003, a three page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Specific, related past/current DoD experience related to this requirement; 2) management approach in managing on-site and off-site staff, retention/replacement, authority, responsibilities, and quality control; and 3) personnel qualifications and experience. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule. Segregate this information on the Capability Statement by firm. However, please note that this information must be contained within the three-page capability statement limit. Responses may be provided electronically in a Microsoft Word compatible format, in hard copy [3 copies required], or both.
