- Correction: This notice that originally appeared in NECO on June 5, 2003 is hereby amended from a Market Research Synopsis to a Solicitation Synopsis as follows: The Government intends to procure, under full and open competition, installation services to install physical security equipment aboard Military Sealift Command (MSC), Navy, and other vessels. The Government furnished equipment includes, but is not limited to, closed circuit television cameras, thermal imaging cameras, intrusion detection devices, speakers, hull perimeter lights, control stations, radio frequency equipment, high security locks, and all associated cabling, electrical connections, fittings, connectors, converters, brackets, foundations or other hardware required to make a complete working system as specified. Manufacturing of brackets and foundations could also be included. The installation will incl ude the clean up and restoration of the job site. The installation services will be at locations around the world. Five (5) separate crews of up to 25 personnel each should be available for simultaneous work on 5 different ships at different locations. Each crew should include a foreman, electronic technicians, laborers, and USCG, ABS, and MIL certified welders. Specific crew make up will depend on the type of ship. Innovation to decrease the cost of travel will be evaluated. Since this is a requirements contract, a Government estimate on crew size and duration of installation will be submitted for bid for each task order by all accepted contractors. This bid will be due no later than 10 working days after task order bid request. The Government intends to award multiple 5-year Cost-Plus Incentive Fee Contracts with no minimum and no maximum installations. The maximum va lue of the contract is $50 million. All accounting for each delivery order should be closed out in no more than 90 days after completion of each task order. The Government intends to issue a solicitation on or about 13 February 2004. Vendor responses will be required by no later 16 March 2004. The contract type will be a cost plus incentive fee requirements contract. The minimum quantity is 0/ea shipboard installations with a maximum value of $50 million, over the five-year life of the contract. All parties submitting a proposal shall inform the contracting officer listed in this announcement via email of their intent no later than 15 days after issuance of the solicitation. Failure to notify the contracting officer will preclude a contractor from submitting a complete proposal and any consideration for award. The solicitation will be evaluated on a best value basis and the Government will reserve the right to award to other than the lowest priced offeror and other than the highest technically rated offeror. The past performance data must meet minimum requirements specified in the solicitation to be given further consideration for award. The contractor must be willing to furnish for Government use only, message traffic communication information. All responsible sources may submit a proposal, which shall be considered by the agency.
