- SOURCES SOUGHT NOTICE / DRAFT STATEMENT OF WORK (SOW) / DRAFT QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) / REVIEW & COMMENTS: This is NOT a formal solicitation; a formal solicitation will be announced separately. Work performed under any resultant contract will be in accordance with commercial and industry standards, and all applicable federal, state, and local laws, regulations, and procedures. Pope AFB, NC anticipates award of a firm-fixed price contract on an 8(a) competitive basis. The NAICS code is 488119 and the size standard is $6,000,000.00. The total period of performance will be up to 5 years, structured by a one (1) year basic period and up to four (4) one year option periods to start 1 Oct 2004. Contractors are asked to review the attached draft SOW and QASP and provide comments or questions to the point of contact (POC) referenced below. It is the Government’s intent to incorporate suggestions and comments in the SOW. The QASP will be tailored to the final SOW. After award, but prior to contract performance, the multi-functional team, to include the successful contractor, will finalize the QASP to include metrics that reflect the contractor’s level of performance. Suggestions on the metrics or methods of measurement that may be utilized to reflect the contractor’s level of performance are also requested with your initial comments. Central Contractor Registration (CCR) is mandatory. A Request for Proposal (RFP) will be posted to the website www.eps.gov, Federal Business Opportunities in the near future.
