Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W912NS-04-T-0051 is issued as a Request for Quote and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-20 The North American Industry Classification System code is 336413. This is 100% set-aside for small b usiness. CLIN 0001 is for 4 each downdraft benches that will be utilized during the sanding of aircraft rotor blades in preparation for repair and painting. Each bench is to be 36 ½ feet by 52 inches deep with a working height of 38 inches. Each benc h must be a continuous run and minimum of 36 ½ feet. Access is only needed to the back side for servicing. The benches must be ducted to a central collector system and the collector system provided shall have explosion preventions. The benches must b e 240 VAC, 3 phase and the work surface capable of holding a minimum of 1,000 pounds. A minimum airflow of 3,000 cubic feet per minute is required. DA oscillating type sanders will be used. The filter system must have a minimum 40% control efficiency. Mass emission rate at maximum throughout must be less than 0.30 grans/dscf. As previously =stated the collector system must have explosion prevention and duct to a central collector/system. The collector must have a drum-full indicator and capable of wo rking in a colder climate, like the Midwest. An air makeup unit is required for use with the downdraft benches. Please keep in mind that this equipment will be utililzed in a controlled environment. The makeup of the rotor blades that will be worked on is some Kevlar, fiberglass, metal, nickel, adhesive (corrosive), sealing compound (combustible 200 degrees), acetone (negative 4), hazardous CARC paint which contains chromium. Warranty must be a minimum of 5 years. Offerors who fail to follow the format of this requirement may be found unacceptable. This will be a best value award based on following evaluation factors (listed in order of importance): Meeting technical requirements of the Government; past performance of vendor for same/similar item; location of servicing department for future servicing of equipment and price. Technical and past performance when combined are equal to price. Offerors must submit a completed copy of the provision at FAR 51.212-3, Offeror Representations and Certifications Commercial Items with offer. Offerors must submit a minimum of 3 past r eferences with whom you have completed jobs, preferably downdraft bench projects. References should include individuals’ names, company, phone number, type of work and date completed.
