AREA OF CONSIDERATION: US and Third Country National (TCN) Citizens POSITION DESCRIPTION: Human Resources Officer (PSC) Background The USAID/Iraq Mission is entering its transition phase from a heavily Institutional Contractor aided administrative staff to one where the emphasis is being placed on recruiting, training, and establishing a cadre of Iraqi personnel in many of the positions of the Mission. Critical to this is establishing Human Resources Division within the Executive Office. To these ends we are recruiting a Human Resources Officer who has a solid knowledge of USAID policies and practices and is well versed in the CAJE software for establishing and grading positions, as well as the ability to train Iraqi staff in general Human Resources issues. The purpose of this contract will be to retain an individual for one to two years to effect this transition in the Human Resources Division and train his/her replacement to assume the duties upon their departure. A. Basic Function of the Position: The Human Resources Officer will be responsible for setting up and developing the human resource management function in the USAID Iraq to fully comply with personnel management regulations and procedures of the Agency. Important function of the incumbent in this initial phase of the HRO establishment will be to select and train FSN HR personnel to reach the high level of proficiency in performing their work. In the course of regular HR activities the incumbent plans, directs, and coordinates all personnel management and travel services for over 300 employees of USAID/Iraq, under the general guidance and direction of the Executive Officer. This includes such functions as position classification, recruitment, processing of incoming/outgoing US personnel, negotiation/appointment of contract personnel, benefits administration, evaluation, promotion, incentives awards, separation, and maintenance of up-to-date personnel records. These responsibilities are complicated by the presence of three distinct personnel systems ? US direct-hire, US / TCN PSC, and FSN (CCN) ? and by the need to ensure that USAID policy and procedures are consistent with those of the larger Embassy community. The Human Resource Officer supervises 5-6 employees, including personnel and travel assistants and clerical staff. B. Period of Performance This Personal Service Contract will be for 12 months, with possible extension for another 12 months. Extension will be contingent on the need for continued service, satisfactory performance and availability of funds. C. Specific Duties and Responsibilities 1.) Setting up and Developing HRO USAID / Iraq The incumbent will be responsible to take over the personnel management from the contractor presently performing the HRO functions and set up the new USAID standard HRO. The incumbent will have to assess the contractor?s HR management system and all USAID/contractor personnel procedures which are already in place. Based on the assessment and analyses, the HR Officer will advise and recommend the senior Mission management the best way to make the transition. He/she will be in charge of developing and implementing the action plan for establishing the new USAID HRO Iraq with clearly defined phases and dates for their realization. Further more the training plan for the FSN HR personnel will be created with the goal to train the local staff to be able to fully perform the personnel function without external support in two years time. 2.) HRO Management As the principal advisor on Personnel Administration for the Executive Officer, the HR Officer is responsible for ensuring that the Human Resource Office delivers the full range of personnel administration and support function, performing some functions directly and assigning others to subordinate staff as appropriate. Recruitment and HR Administration. As the Mission personnel expert, classifies position descriptions for PSC positions, performs supervisory and desk audits/evaluations, and determines grade allocations (CAJE). Performs studies to verify correctness of position descriptions, and to evaluate how work may be done more efficiently. Oversees recruitment and appointment of PSC employees. Conducts salary negotiations with all new PSC employees. Prepares PSC employment contracts, and monitors them for renewal/modification. Serves as the Mission expert on local tax and benefit payment issues. Evaluation and Performance. Responsible for the administration of the PSC-based personnel system, to include timely writing of employee evaluations and provision of annual step increases and promotions when appropriate. Counsels managers and/or employees on the Performance Plan & Evaluation system; on the rules, criteria, and procedures governing the various types of awards; and on the rules and procedures of the disciplinary system. Personnel Policies. Keeps abreast of new or revised Iraq personnel policies, local regulations, and/or procedures on all other facets of the FSN Personnel Program; and assists in disseminating information and provides advice and guidance to managers and employees to facilitate and ensure effective implementation. May participate in conducting briefings on the Iraq personnel program and services. Liaisons with USAID/Washington M/HR, on a broad range of personnel management matters. Represents the Office in, and occasionally chairs, interview/recruitment panels, the Mission's Training Committee, and the Mission's Awards Committee. Liaisons with the Embassy on FSN benefit policies and procedures; oversees the medical insurance program for USAID FSN employees. Reporting. Maintains complete and accurate personnel files on all US, TCN, and FSN employees of USAID/Iraq. Collects, monitors, and reports staff data to the senior Mission management. D. Qualifications/Selection Criteria: 100 Points Education (20 points): A BA degree in business administration or related fields is desired. Courses in recruitment, position classification (CAJE certification required), personnel administration or closely related subjects are highly desirable. More points will be given for degree. Prior Work Experience (20 points): Five years of responsible experience in office administration and personnel/human resource management with a reputable organization required. At least one year of the required experience must be with USAID or similar organization performing in similar capacities. Experience in developing HR management activities and setting up HR operation in an USAID Mission is essential. Work experience in a stressful and hostile environment is an asset. Language Proficiency (10 points): Level IV (fluent) in spoken & written English required. Knowledge (20 points): Thorough knowledge of AIDAR, Appendix D and J, and other related regulations and Agency guidelines to properly manage PSCs and to provide accurate advice to employees and managers. Good knowledge of US Government Personnel regulations, and post and USAID policies and procedures on Iraq personnel to properly interpret and apply them in performing assigned duties and to provide sound and accurate advice and assistance to mission staff. A good understanding of USAID/Iraq functions, organization and programs to provide recruitment and other personnel services that support and meet USAID needs. A good knowledge of basic accounting principles to develop sound budgets for PSCs, POs and other complex financial worksheets. Thorough knowledge of the requirements for preparing various US Government and USAID correspondence, reports, and documents. Skills and Abilities (30 points): Good analytical ability & sound judgment to effectively interpret and apply appropriate regulations, policies, and procedures in performing duties, to evaluate job applicants, to determine appropriate grade/salary rates in recruiting employees, to provide sound advice, etc. Good negotiation skills to discuss & establish salary rates. Excellent interpersonal skills, tact, and courtesy in dealing with Mission and post personnel, job applicants, and staff in any other organizations. Good organizational skills, patience, and the ability to work under pressure and to deal with information in a confidential manner. Proficiency in using MS Word and Excel is required, and in other software applications is highly desirable to efficiently produce various documents. Demonstrated ability to manage HRO activities/operation and supervise administrative personnel. Incumbent must be able to exercise significant professional judgment related to the HR operation and HRO setting up and development, operational problems and issues requiring policy development and application, innovative solutions, and/or options to enable practical resolutions in heavy workload/high stress environment. Ability to make contacts with Mission personnel on all levels, counterparts from other organizations and Iraq officials in charge for labor issues, taxation and social benefits. Ability to work in teams, take action, and make on-the-spot decisions that are necessary to guide, support and complete HR activities and HRO development. Effective office management skills are must. Ability to perform in a team spirit and to maintain cordial and professional relationship with USAID, Host Government, NGO and Contractor personnel is essential. Ability to be flexible and work in a tense and time sensitive environment required. Excellent interpersonal skills and genuine interest in assisting the Mission staff with HR issues are necessary. A high degree of professionalism, discretion, and sound judgment in resolving HR issues are essential elements of the position. Demonstrated ability to prepare required reports in proper format and language is a must. Maximum Points Available: 100 7.
