Description
The Natural Resources Conservation Service (NRCS) is seeking proposals from Qualified Engineering Consultants to provide structural engineering and construction documents for eight animal waste pole-framed buildings located in Lane County, Oregon. All of the buildings have gabled roofs with metal sheathing, 14-foot eave heights, and metal siding on three sides. The buildings will consist of wood framing members with posts embedded into the earth. The floors will consist of concrete slabs on grade. Plan dimensions of the eight buildings are as follows: Building 1: 12 ft x 24 ft; Building 2: 16 ft x 24 ft; Buildings 3 & 4: 20 ft x 24 ft; Building 5: 16 ft x 32 ft; Building 6: 24 ft x 32 ft; Buildings 7 & 8: 40 ft x 80 ft. There are eight pole buildings to be designed. As a minimum the Consultant shall provide the following items: 1. Structural Calculations: This includes all necessary calculations to substantiate the structural elements and structural systems proposed. This deliverable should culminate in a report documenting the structural calculations and shall be sealed by a Professional Engineer licensed in the State of Oregon. 2. Drawings & Specifications: The Consultant shall prepare construction drawings that will be used to procure building permits and construct the building by a private contractor. Drawings shall include sufficient detail to facilitate bidding and construction of the projects. Specifications shall be in accordance with NRCS standards and will be provided to the Consultant from the NRCS to be incorporated into the projects along with project specific technical specifications. The drawings and specifications shall be sealed by a Professional Engineer licensed in the State of Oregon. 3. Project Administration: The Consultant shall be available to answer questions from the permitting agency and contractor to clarify the Drawings and Specifications as necessary. 4. Timely Completion: Time is of the essence of the proposed contract as construction drawings are required with ample lead time to permit construction in the summer of 2004. The selected consultant will be required to complete construction drawings within 120 days of receipt of a task order and notice to proceed. Respondents must be licensed as Registered Professional Engineers in the State of Oregon. The Government agrees to obtain under the contract a minimum of $1,000 of professional services. The maximum dollar value of services to be obtained under the contract shall not exceed $25,000. Selection of firms for negotiation shall be through order of preference based upon demonstrated competence and qualifications. Evaluation of firms will be made on the following criteria: (1) Professional qualifications necessary for satisfactory performance of the required services; (2) Specialized experience and technical competence in the design of the type of structures described herein; (3) Staffing, equipment, and capacity to accomplish the work in a timely manner, including the ability to provide AUTOCAD drawings, and the volume and nature of present workload; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (5) Geographic location of principle offices as it relates to the subject projects in Lane County, Oregon.
