Description
NOTICE OF SOURCES SOUGHT. This is a Sources Sought Synopsis in support of a market survey being conducted by the Air Force to determine interest and capabilities of potential sources. This synopsis is for informational and planning purposes only and does not constitute a solicitation, or a synopsis of a solicitation, or a commitment on the part of the government to later publish a solicitation. The government will not reimburse the costs of preparing or submitting a response to this synopsis. Any information submitted in response to this sources sought is strictly voluntary. Company may provide a profile normally provided to General Public. Any questions should be submitted to the contracting administrator listed above. 49 Fighter Wing seeks operational mission planning and combat intelligence systems on-site support for the F-117 weapon system, enabling the 49 Fighter Wing to conduct all mission planning, and mission planning intelligence required to support all F-117 weapon system flight operations. The on-site support at Holloman AFB, for the 49 Fighter Wing will be provided 24 hours/day, 7 days/week. . United States Air Force to determine potential sources capable of fulfilling a need of providing on-site or deployment proficiency training, technical guidance, technical assistance and mission planning support. ? The objective of the requirement is to elevate the technical skills of Air Force military personnel responsible for the operation and maintenance of equipment and systems while providing mission planning support for all F-117 operations. ? The requirement will be for highly-educated engineers and specialist, who have considerable experience in various aspects of Military Mission Planning and on-site or deployment training. ? This requirement is also for personnel who have considerable experience in the F-117A Mission Data Planning System, Current F-117/A and Air Force Mission Planning Hardware and Software. ? This requirement will be to provide on-site academic, instruction and on-equipment proficiency training to Air Force personnel on the installation, maintenance, and operation techniques pertaining to the adjustment, routine maintenance, inspection, and repair of the prime systems and equipment. ? The planned contract requires a total of eight (8) mission planners. All eight must be located at Holloman AFB, NM and are full time. ? Must all be clearable to Top Secret/SCI/SIOP/ESI/SAR/NATO ? Must be fully conversant in the operation of the F-117 Mission Planning Environment, performing configuration management, mission planning data processing and system administration functions for the F-117 ? Must be able to deploy to support worldwide operations (deployments) for peacetime, wartime and Military Operations Other Than War (MOOTW) operations ? Will support operations by on-site representatives at Holloman AFB, NM to at Nellis AFB, NV and Palm Dale, Ca as required. ? Contractor will be required to deploy with the units to both CONUS and overseas (OCONUS) locations upon notification by the 49 Fighter Wing Commander or his/her designated representative. For OCONUS deployments contractor personnel may be required to accompany Government deployed personnel on Government transportation. ? In the event of an unusual surge, additional support may be required to support tasking by the 49 Fighter Wing Commander or his/her designated representative. Unusual surges are defined for the purpose of this Sources Sought as support for MOOTW, declared war, or other unusual situations. In Accordance With AFI 21-110 this is no longer a Contractor Engineering and Technical Services (CETS) contract. Only contractors with proven experience providing this type of engineering and technical expertise will be considered. The Government requests interested offerors submit one (1) copy of their capability responses, no later than 4:00 p.m. Mountain Standard Time, on 31 Mar 04 to the following address (for first class or overnight mail): 49 CONS/LGCA, Attn: Sandra East, 1210 Forty Niner Ave, Holloman AFB, NM 88330. The response should be a profile normally provided to the General Public. All respondents must supply the following: Company name, address, CAGE Code, point of Contact (POC) for information, size of business, US or foreign owned. Qualified companies, who provide responses to this Sources Sought, will be provided a copy of the Statement of Work (SOW) upon request to the Contracting Officer. The contract, if awarded, is planned to be a one-year base contract with four additional one-year options. If awarded the contract, the contractor should be prepared to begin work at Holloman AFB, NM on 1 Oct 2004 with no negative impact to 49th Fighter Wing operations.
