- This is a sources sought synopsis seeking potential HUBZone certified firms that have an interest in submitting as a prime contractor, an offer to construct an FTR161 Sniper Field Fire Range to be a standardized M21/M24 range for day and night time s niper training, as well as advanced rifle marksmanship training for selected personnel. The range will include a range control tower. This is to be a fully automated range. Supporting facilities include construction/upgrade of a range access road, site clearing and grading, and the construction of electrical and information systems infrastructure. This range will be overlaid on top of an existing multi-purpose machine gun range at Fort Richardson, Alaska. The 2002 NAICS Code for this effort is 237990 ( size standard $28.5 million). We are requesting that all interested and qualified firms respond to this sources sought notice with a capability statement similar to marketing package used in the everyday course of doing business. The Government will util ize the following information in determining acquisition strategy: (1) summarize how your company is uniquely capable and qualified to handle range construction; (2) summarize range projects completed similar to the project outlined above. The list of rel evant projects should include names of the project team members and firm, owner point of contact (contracting officer and QAE/inspector) with titles, phone and fax numbers, project scope, type of contract, project safety record, original construction sched ule and cost vs. final schedule and cost, and unique characteristics encountered within the execution of the project and approaches taken to minimize impacts; (3) provide information to demonstrate the company's dedication, and proactive approach to safety . Include current training levels for key individuals within the company; (4) provide the resumes of key individuals who could be assigned to the proposed project, such as the onsite Superintendent, Safety Representative, and Project Manager. The propose d key individuals shall have the ability to communicate effectively orally and in writing; and (5) bonding: provide your bonding capacity per contract. A capability statement must be submitted in written format.
