Description
Request for Information. The Naval Undersea Warfare Center Division Keyport is conducting market research to determine the interest and capability of industry for commercial motor rewind services involving various aircraft motor assemblies that may range from 1/20 hp to 10 hp. The motors may vary, from DC generators to multi-speed AC synchronous motors performing various functions. Motor functional elements that may require analysis and servicing include, but are not limited to actuator drive systems, electric hydraulic pump assemblies, and winches. The scope of services that may be required includes disassembly and reverse engineering of existing motor rewind components, resulting in an industry standard data package detailing unique materials and process requirements for motor rewind. This data package would then be incorporated into military level technical repair standar ds for the government depots. In order to determine corporate capability or interest, motors may be shipped or made available for viewing or disassembly. Due to the unique nature of these services, and the possible difficulty in determining technical capability, the Government may, upon initially determining a high potential for capability, verbally solicit and issue one-time small purchase orders not exceeding $25,000 among those vendors demonstrating an interest and initial capability for a rewind or reverse engineering effort. The Small Business Act and its provisions would apply under such circumstance. The Government does not otherwise intend to award a contract or any other type of agreement for technical information provided as a result of this synopsis. All packages submitted in response to the Request for Information (RFI) should include the following information : Name and address of company, business size, company point of contact, telephone number, fax number, e-mail address, statement of capability, and estimated cost. The capability package must be clear, and concise. Capability packages must be received no later than 3:00 P.M. PST, 16 April 2004. The Government is interested in obtaining information from industry to identify capability for highly specialized rewind services of aircraft motor assemblies. The information provided through the responses will be used to aid in requirements definition for future acquisitions. If a solicitation is released, it will be synopsized on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil.
