- Description
- The Inter-American Foundation (IAF) through Bureau of the Public Debt, Department of Treasury, intends to issue a simplified acquisition on a sole source basis to the Canadian Foundation for the Americas (FOCAL), 1 Nicholas Street, Suite 720, Ottawa, Ontario Canada KIM7B7, to obtain programmatic and research support on Transnational Community Development services in the US and Canada. This interdisciplinary research project will carry out research recommendations related to the following issues: policies and practices exchange between the US and Canadian programs, research on the Haitian Diaspora in the US and Canada and research on the Garifuna Diaspora in the US and Canada. Working in consultation with IAF program office staff, the contractor will identify government programs and officials, academics, NGOs, research institutions and policy think tanks working on transnational community development in the US and Canada. The contractor will arrange meetings and forums in Washington (and Ottawa as advisable) to exchange information and best practices on transnational community development. The contractor will develop a listserv to share information. The contractor will also assist the IAF, as determined in consultation, with follow up activities related to transnational community development generated by the Special Summit of the Americas. Working in consultation with IAF program office staff, the contractor will identify and catalogue Haitian Diaspora groups in the U.S. and Canada that are supporting development projects in Haiti. The contractor will classify how these organizations work and the types and locations of projects that they support. The contractor will identify any existing linkages between Canadian-and US-based Haitian Diaspora organizations and will brief these organizations on options for working with U.S. and Canadian development agencies. The contractor will work with IAF staff and other relevant development agencies, as directed by the IAF, to develop models for collaborative US-Canadian programs to support the involvement of these groups in development projects in their communities of origin. The contractor will develop and recommend policy initiatives for U.S. and Canadian foreign affairs and development organizations to support involvement by Haitian Diaspora communities in development projects and to enlist their support for Canadian and American development objectives in Haiti. The contractor will help the IAF disseminate research and policy recommendations with the international development community and other governments. Working in consultation with IAF program office staff, the contractor will identify Garifuna Diaspora organizations in the U.S. and Canada and will interview these organizations to determine home communities, organizational structure, institutional capacity and areas of development interest. The contractor will brief these organizations on U.S. and Canadian development agencies and funders. If there is a significant Garifuna community in Canada, the contractor will proceed along the lines indicated above for the Haitian component. In that case, the contractor will work with IAF staff and other relevant development agencies, as directed by the IAF, to develop models for collaborative US-Canadian programs to support the involvement of these groups in development projects in their communities of origin. Also, the contractor will develop and recommend policy initiatives for U.S. and Canadian foreign affairs and development organizations to support involvement by Garifuna communities in development projects and to enlist their support for Canadian and American development objectives in the Central American countries of origin. And finally, the contractor will help the IAF disseminate research and policy recommendations with the international development community and other governments. The Consultant qualifications are a demonstrated knowledge of transnational issues evinced by publications, research or programmatic work, an ability to conduct survey and interview-based research, knowledge of and history of working in Latin America and the Caribbean, the ability to work in English as primary language and in Spanish and Kreyole and a demonstrated ability to manage large-scale, multi-country research studies focused on community development. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative responses received no later than March 30,2004. Affirmative responses shall reference RFQ04-037 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required services or functional equivalent at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to FOCAL.
