Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Subpart 13, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION BEING ISSUED AND PROPOSALS ARE BEING REQUESTED AT THIS TIME. The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2001-15. This procurement is issued as an unrestricted, Commercial Item solicitation. The purpose of this solicitation is to retain an executive recruiting firm to search for candidates capable of assuming three senior manager positions: Director of Investment Services, Director of Financial Services, and Director of Participant Services. The proposals shall address: 1) executive placement in general, 2) Federal executive placements, 3) placements in positions requiring experience in financial investment and pension benefit plans, 4) the firm’s plan for securing the most qualified candidates for the positions, and 5) the plans fee structure. Note: firms may not charge fees to individuals referred for employment. Firms will be evaluated based upon the five evaluation criteria above; experience in the third and fourth criteria are more important than the other three. Offerors must submit enough information in their proposals to allow the evaluation team to determine whether they meet the qualifications. Offerors shall list the Contracting Officer for each company listed as a reference, along with the name and address and phone number for each reference. For each response, Offerors shall state the evaluation factor being addressed. Qualified candidates will also be solicited through the U.S. Office of Personnel Management, the agency’s web site, state employment services, and relevant national news organizations. Only proposals meeting the above minimum requirements will be evaluated. For this solicitation technical quality is more important than price, and the Agency will accept other than the lowest cost/price offers. Price will become more important as Technical and Past Performance factors become more equal. Firms found to be highly qualified based on the criteria set forth above should be prepared to make a presentation to the Executive Director at the Agency’s offices, 1250 H Street N.W., Washington, D.C. The Executive Director intends to interview interested firms as soon as possible and to make a selection no later than January 31, 2003. The Federal Acquisition Regulation (FAR) web site is www.arnet.gov/far. Federal Acquisition provision 52.212.1, Instructions to Offerors Commercial, applies to this acquisition. Offerors shall complete FAR provision 52.212-3, Offer Representations and Certification Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. FAR clause 52.212-5, Contracts Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this pro-curement. The following clauses within clause 52.212-5 apply: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-34, Payment by Electronic funds Transfer Other Than Central Contractor Registration; 52.222-41, Service Contract Act of 1965, as Amended; 522.222-44, Fair Labor Standards Act and Service contract Act as amended. An original and two (2) copies of the proposal must be submitted to the Federal Retirement Thrift Investment Board, Attn: Angela Allen, 1250 H Street, N.W., Suite 200, Washington, D.C. no later than 4:00 pm Eastern Standard Time on December 22, 2003.
