- Furnish all labor, materials, and equipment necessary to replace the aviation fuel tank farm at U.S. Coast Guard Group North Bend, North Bend, Oregon, and replace and relocate diesel fuel piping for the 2,000-gallon diesel tank as indicated on the drawings at Station Coos Bay, Charleston, OR. The work includes, but is not limited to, the following: BASE BID: Work at Group North Bend: Replace existing aviation fuel farm. Major work includes the following: Remove and recycle approximately 2,000 gallons of JP-8 fuel. Additional quantities of JP-8 above 2,000 gallons shall be removed and recycled as a contingency bid item; Demolish the complete aviation fuel tank system, which consists of two 8,000-gallon aviation fuel tanks, the Fuel Building, and a fuel pit; Provide a new 30,000-gallon, factory fabricated, pre-engineered, packaged aviation fuel tank system for JP-8 aircraft fuel; Demolish power to the existing fuel farm and provide power to the new fuel farm; Install guard posts to protect the tank farm as indicated on the drawings and this specification; Provide a curb at the northeast corner of the washrack drain to prevent runoff water from entering the nearby grass area as indicated on the drawing. Work at Station Coos Bay: Replace and modify diesel fuel piping system for the 2,000-gallon diesel fuel tank as indicated on the drawings. Major work includes the following: Replace the single wall pipe from the diesel tank to the wood pier with double wall pipe as indicated on the drawings; Relocate the existing double wall diesel fuel piping from the wood pier to the concrete pier as indicated on the drawings; Replace the hoses connected to the two dispensing enclosures with double wall steel pipes. Replace the dispensing enclosures to allow room to install new solenoid valve and isolation valve inside the dispensing enclosures; Provide a pipe leak detection system along the diesel fuel line as indicated on the drawings. Rehab the existing tank monitoring system and connect the new leak detection sensors to the existing tank monitoring console located inside the Covered Mooring; Provide a remote warning light and alarm near the diesel fuel tank; Demolish the existing pump control box located inside the covered mooring and replace it with a remote pump control box near each of the dispensing enclosure; Provide an emergency electrical shut off switch as indicated on the project drawings. CONTINGENCY BID ITEM: Remove and recycle additional JP-8 fuel by a qualified recycling facility: Contingency bid item will be awarded after the exact amount of JP-8 fuel remaining in the tanks is determined. Provide a unit cost to remove and recycle additional JP-8 fuel by a qualified recycling facility; ($/gallon). ADDITIVE BID ITEMS: At Group North Bend: Provide a remote dispensing system with enclosure with underground fuel piping, conduits and power as indicated in this specification and drawings. Only one set of refueling equipment is required. If this bid item is awarded, all helicopter refueling equipment, such as center point and overwing refueling hoses with reels and associated bonding cable and deadman control, etc.; shall be relocated from the pump house to the remote dispensing enclosure. At Station Coos Bay: Replace and relocate the waste oil piping system from the 1,000-gallon waste oil tank to the floating pier through the boat haul out concrete pier as indicated on the project drawings. The estimated cost of this procurement is between $500,000 to $1,000,000 (CONSTRUCTION BIDS ONLY). Performance period is 130 calendar days after receipt of Notice to Proceed. This is a set-aside for small business only. The applicable NAICS code is 238220. Small Business size standard is $12.0 million.
