Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Farm Service Agency (FSA) Farm Loan Programs (FLP) requires the services of a keynote Change Management speaker for the FLP Farm Business Plan Training Meetings held in Omaha, Nebraska. The speaker must be someone who is recognized as an expert in the area of agricultural finance and current trends in agricultural financial analysis. The speaker will be needed for 2 hours on Monday of each week beginning April 5, 2004 and ending on September 27, 2004. The speaker must dynamically provide necessary incentive to FSA FLP field personnel to be open and receptive to a major change in Agency policy. The contractor shall provide a two (2) hour presentation addressing ?change management? and the positive attributes the new web-based farm planning system will provide the field personnel. Through the use of, but not limited to, audio/visual aids, PowerPoint presentations, humorous dialog, and current change management philosophies, encourage FLP managers to embrace change and accept the use of the web-equity farm planning tool. Contractor will provide any and all handout material for his presentation, if applicable. Submit invoices for payment of services. Contractor must accept payment via purchase order method and will be responsible for making their own travel arrangements and hotel accommodations. As a minimum, the contractor shall have a Ph.D. in Agricultural Economics. The contractor must be fully qualified in current FSA policies, especially Farm Loan Programs, and be able to present them in a forum of change and instruction. The evaluation shall be based on Qualifications (70%) and price (30%). Proposals may be provided by facsimile or E-mail if desired.
