- Description
- The United States Air Force Academy (USAFA) currently has an unfunded requirement to provide contracting support to the USAFA Contracting office. We are publishing this sources sought synopsis as part of our preliminary market research seeking companies who have the capability and skills to provide the following services: Pre-award Contracting Support Services - Provide contracting data support personnel to support the award of contracts, task orders, delivery orders and modifications. This support requires coordination with Government and other contractor personnel. Performance of any combination of the following and similar pre-award duties: write, type, or enter information into a computer (data entry), prepare correspondence, statements, contract documents, or other documents, including copying information from one record to another, proofread records, forms or documents. Enter pricing data into Excel spreadsheet templates and manipulate the data as required. Post-award Contracting Support Services - provide contracting data support personnel to support the administration of contracts, task orders, delivery orders and modifications. Support includes work identified above plus maintaining invoice records and records invoice payments, maintaining contract files which are physically complete and in the process of being closed, inventory all physically complete and closed contracts as well as reconcile any discrepancies, maintain a filing system for all contracts in its possession; have familiarity with and perform quick closeout procedures on all fixed price and cost-type contracts; verify and coordinate with all appropriate Government personnel on the proper disposition of government property under contracts; and provide status on closed-out actions to Government personnel when necessary. Contractor personnel must be knowledgeable about the Federal Acquisition Regulations (FAR). Knowledge of the Defense Federal Acquisition Regulations (DFAR) would be desirable. In addition, the contractor would provide contractual data support in all pre-award and post-award functions for high value specialized acquisitions, encompassing a wide range of contracting methods and types; and provide contracting data support in the procurement of complex and/or diversified programs. The contractor would provide support to the Contracting Officer?s in determining appropriate method of procurement and contract types; assist in preparing the final contract to include appropriate standard clauses and special provisions and incentives; assist in securing all regulatory clearances; assist in documenting reason for decisions and justifies basis for award.
