- There is no formal solicitation document for this acquisition. A Project Agreement will serve as the initial solicitation document (see below). The Forest Service, in coordination with the Department of the Interior (including at least the National Park Service, Bureau of Land Management, Bureau of Reclamation), and the US Army Corps of Engineers, has a need for a national, consolidated, reservation service contract in support of the National Recreation Reservation Service (NRRS) Program. Through the Project Agreement, the Forest Service is seeking a contractor to develop and operate a state-of-the-art reservation service, complete with facilities, personnel, marketing, materials, equipment, communications, information distribution, and transaction record processing. The NRRS will provide opportunities for customers to reserve, in advance, specific Federal recreation facilities and activities. The NRRS includes, but is not limited to, camping reservations, wilderness permit reservations, tour ticketing, and lotteries. Reservations will be made through multiple sales channels. This acquisition will integrate recreation reservation requirements for National Park Service, Bureau of Land Management, Bureau of Reclamation, US Army Corps of Engineers, and USDA Forest Service activities. Incumbent contractors include Spherix, Inc. for the National Park Reservation Service (NPRS) and ReserveAmerica, Inc. for the current NRRS. A principal objective of this new acquisition is to replace these separate reservation capabilities with one consolidated service. A Project Agreement will be posted on or about December 5, 2003 on the Internet at www.recreation.gov/contract focusing on industry capabilities and high-level solutions. In accordance with this acquisition process, the Project Agreement will serve as the initial solicitation document. This step will be followed by the issuance of a Statement of Need on or about March 8, 2004 addressing specific outcomes, best-of-breed vendor solutions and costs/fees. An Industry Day is scheduled for December 11, 2003, however, definitive information on the Industry Day will be contained within the Project agreement. This acquisition will be awarded under NAICS Code 561599 based on full and open competition. This acquisition will be conducted using a streamlined acquisition process intended to provide an improved acquisition environment intended to benefit both the vendor community and the Government. To be eligible for award, interested parties must respond to the Project Agreement in order to be considered for the Statement of Need and subsequent award of any resulting contract. A copy of the Project Agreement may be obtained by registering at www.recreation.gov/contract. Potential offerors are requested to submit questions to Contract@Recreation.gov.
