Description
1. DESCRIPTION: Multidiscipline Design and other Prof Svcs, procured in accordance with PL-582 (Brooks A-E Act) and FAR Part 36, are required for Digital Multipurpose Range Complex (DMPRC), Ft Polk, LA. Work may include but is not limited to plans , specifications, construction cost estimates, design analyses, environmental and geotechnical survey, and other engineering studies and services to support project budget, design and construction phases. All work must be done by or under the direct super vision of licensed professional Engineers or Architects. The applicable NAICS) Codes are 54131 and 54133 that corresponds to SIC Codes 8712 and 8711. The contract is anticipated to be awarded on or about August 2004. This announcement is open to all bus inesses regardless of size. The estimated construction cost is $26,000,000. The estimated period of performance for design services is August 2004 thru February 2006. Should services during construction be required, this performance period could be exte nded an additional 30 months. All offerors are encouraged to visit the following website http://acquisition.army.mil to view other business opportunities across the Army. If a large business firm is selected for this announcement it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The Fort Worth District goal on work to be subcontracted is as follows: 10.0% be placed with SDB; 10.0% be placed with WOSB; 3% to be placed with HUB Zone SB; 3% to be placed with Service-Disabled Veteran-Owned Small Business; and 57.2% be placed with SB. The plan is not required as part of this submittal but must be submitted and approved prior to contract award. The wages and bene fits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The proposed services will be obtained by Negotiated Firm Fixed Price Contract. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration. During negotiations, the selected fi rm will be required to provide fee proposals including subcontractors in hardcopy and in an editable MS-Excel compatible Spreadsheet. All spreadsheet logic will be revealed and the spreadsheet editable by the Government. 2. PROJECT INFORMATION: Perform design and related services in support of a Digital Multi-Purpose Range Complex (DMPRC) to modernize and reconfigure an existing multi-purpose range complex to support the digital force. Construct course roads for the exis ting three lanes. The new range will contain 45 moving infantry targets, a total of 233 stationary infantry target emplacements (SITE) (upgrade 197 existing and construct 36), a total of 15 evasive capable armor moving targets (upgrade 12 existing and con struct 3), a total of 100 stationary armor targets (upgrade 60 existing and construct 40) and a total of 36 turret down defilade positions (upgrade 30 existing and construct 6). Other DMPRC requirements include defensive trenches, and machine gun bunkers. Primary facilities to be constructed or renovated consist of a new automated central control/after action review (AAR) building, renovate existing general instruction building, demolish existing latrine/shower and construct new latrine, new battery maint enance building, tactical vehicle staging and parking area, tank trails, all weather service roads with culverts, low water crossings, install primary electric, targetry power and power centers, infrared cameras towers, and site improvements. Stationary t argets will be operated using radio frequencies and battery operated. Heating, ventilation and air conditioning will be provided by a self-contained system for each building. Supporting facil ities include utilities, electrical distribution, security fencing and gates, access roads, storm drainage, sewer, information systems, and site improvements. Sustainable design/SPiRiT features will be incorporated where feasible. Scope of services could include monitoring construction contractor during construction phase. Quantities or facilities listed above as well as the estimated construction cost are subject to change, are not all-inclusive and are not intended to restrict scope of required service s. Design and related considerations also include erosion control (minimizing velocity in ditches/providing ditch turnouts/establishment of native grasses/etc)/architectural hardware/electronic communications/environmental regulatory considerations includ ing State of Louisiana regulated stormwater pollution prevention plans/environmental survey of facilities to be demolished (asbestos/lead based paint/etc)/subsurface geotechnical investigation/testing and limited unexploded ordnance (UXO) site avoidance by UXO-qualified personnel as necessary for site investigations. Design must also satisfy required gunnery tables and achieve line of sight from firing positions to targets which impacts range layout and grading. Design documents will be prepared using Eng lish units of measure. Project deliverables may include engineering studies (life cycle costs/SPiRiT evaluation and ratings/energy budgets)/environmental surveys/CADD (Bentley Microstation (BMS)) plans/specifications prepared utilizing Specsintact/constru ction cost estimates prepared utilizing M-CACES/design analysis and weekly status report; all in hard copy and as electronic files. Electronic files are required to be provided on compact disk (CD-ROM). Plan electronic files include CADD files/CAL raster files, and an index of CADD and CAL files in an Excel-compatible spreadsheet. CADD design is not required to be performed in BMS and may be converted to BMS for the final submittal. The A-E is responsible for a complete and seamless CADD conversion to B MS. This agency utilizes a paperless construction bidding process and production of acceptable CADD/Specsintact/pdf and cal files is critical to that process. Specification electronic files include the required Specsintact (Government-furnished (GF) soft ware) files as well as pdf files used in the paperless bidding process. The required construction cost estimate electronic files include pdf as well as M-CACES files. The design analysis may also be required to be submitted as a pdf file and in hard copy . The A-E will be required to routinely download information required for design from the Internet to include criteria/specifications and other data as well as monitoring e-mail several times daily. E-mail is the primary means of communication among the numerous participants in project formulation/design review/and day-to-day project management. The Government will provide the successful firm with topographic survey in Microstation format. The A-E will be required to access and respond to review comment s utilizing Dr. Checks (http://www.swf.usace.army.mil/EandC/ec-a/DrChecks.html). The following software/equipment/resources are suggested for use on this project: Appropriate CADD hardware/software/software to create CAL files/software to view non-compile d CAL files/software to create and view pdf files/Specsintact (GF) /M-CACES (GF)/MS-Windows/hardware/software to write data to CDs/High Speed Internet service/e-mail software and accounts for each team member/Internet Explorer Web Browser/ftp client/MS Wor d/MS Excel/current edition of virus scanning software (with weekly update for new viruses)/scanner with auto feed capability. The A-E will be required to print/distribute for multiple design review stages large volumes of plan sets/design documentation to numerous review agencies. SELECTION CRITERIA: Selection criteria in descending order of importance are as follows (Criteria (a)-(d) are primary criteria; items (e)-(i) are secondary and are used as tie-breakers among technically equal firms) (a) Specialized Experience and Technical Competence: (1) Demonstrate recent (within the past 5 years) and significant experience in the design of similar Army range facilities in scope/size. Similar facilities include Digital Multipurpose Range Complex, Digital Multipurpose Battle Area Course, Digital Multi purpose Training Range, Infantry Platoon Battle Course, Infantry Squad Battle Course and Attack Helicopter Gunnery Range. Suggest that Block 8 of the SF255 be modified to include 1 relevant project/per page to ensure that scope of relevant projects is clearly defined/participation by the proposed team is defined on past projects, etc. Do not exceed 10 pgs or 10 projects for Block 8. Ensure that all special experience requirements are reflected on appropriate personnel resumes at Block 7 of the SF255. Individual experience reflected in Resumes will not be given as much weight as Team experience reflected in Block 8. To maxi mize benefit of relevant individual experience, resumes should clarify recent key individual experience by providing dates and adequate project description and duties. (2) Demonstrate personnel with at least 3 years experience in Fire Protection/Life Safety design familiar with the use and application of NFPA codes 80 and 101 and UFC 3-600-01 or MIL-HDBK-1008C. UFC 3-600-01 recently replaced Mil-HDBK-1008C. Ensure that all special experience requirements are reflected on appropriate personnel resumes at Block 7 of the SF255. (3) Demonstrate the capability to perform geotechnical subsurface site investigation/perform soil testing/prepare geotechnical reports establishing engineering design parameters for paving and building design. The Government may elect to perform geotechni cal testing, prepare engineering reports/design recommendations based on subsurface geotechnical sampling-investigations performed by the AE. (4) Demonstrate the ability to perform unexploded ordnance (UXO) survey in support of site investigative requirements (geotechnical investigations). (5) Demonstrate success in prescribing the use of recovered materials/achieving waste reduction/pollution prevention/energy efficiency/conservation in facility design. (6) The team must be able and will be required to prepare specifications using GF program, Specsintact. (7) The team will be required to prepare construction cost estimates using GF M-CACES. Team members responsible for construction cost estimating must demonstrate prior experience in use of M-CACES software. Address projects on which M-CACES has been util ized. (8) Demonstrate capability to submit final drawings in BMS J v 7.0. (9) The team will be required to provide data files on CD-ROM. (10) The team will be required to create/view/print CAL raster files of all CADD drawings. (11) The team will be required to create PDF files of specifications/other documents to include scanning documents where direct file conversion to pdf is not possible. (12) The team will be required to routinely access the Internet and monitor e-mail multiple times daily during the contract. This includes the ability to submit data by File Transfer Protocol utilizing an FTP client. (13) All narrative text, other than specifications, shall be completed using MS Word and Excel on Windows 95/98/2000/Me/NT compatible equipment or the software utilized must be importable by MS Word (2000) and the spreadsheet utilized must be importable by MS Excel (2000) working in a Windows 95 or later environment. If MS XP OS with the compatible MS XP Suite is used, the XP software output for deliverables must be set for Windows 2000. (14) The team must include personnel experienced in identification of wetlands and preparing Section 404 Permit and related data. (15) The team must demon strate experience in conducting asbestos, lead based paint (LBP) and other regulated materials survey/inventory in support of demolition/renovation of existing facilities. Experience with and use of XRF device will be required in support of LBP surveys. (b) Professional Capabilities: Except as noted, the project design team is not restricted to a minimum number of members per design discipline but must demonstrate capability and capacity to perform the required work. The project will require (either in- house or through consultant) as a minimum, the following personnel/capabilities: Project Manager, Project Registered Architect, Landscape Architect or Agronomist (for native grasses for erosion control), Architectural Hardware Specialist, Registered Elect rical Engineer, Registered Mechanical Engineer, Registered Civil Engineer, Registered Structural Engineer, a qualified Fire Protection Engineer (defined as an individual meeting one of the following conditions: 1) An engineer having a Bachelor of Science o r Master of Science Degree in Fire Protection Engineering from an accredited university engineering program plus a minimum of 5 years work Experience in fire protection engineering; 2) A registered professional engineer who has passed the fire protection e ngineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES); or 3) A registered P.E. in a related engineering discipline with a minimum of 5 years experience, dedicated to fire protection engineerin g that can be verified with documentation), Life Safety Specialist, Geotechnical Engineer (registered), drilling and testing capabilities, Cost Estimator with demonstrated experience with M-CACES estimating software, Environmental testing laboratory (asbes tos/lead based paint/etc), Environmental design personnel (asbestos/lead based paint/etc), Environmental survey personnel (asbestos/lead based paint/etc), Wetlands identification/survey personnel and appropriate environmental scientist to prepare Section 4 04 Permit and UXO personnel. The PM will be a senior level individual with significant range experience and will not have significant production duties. Field environmental survey team members must have access to and demonstrated experience in use of a suitable X-ray fluorescence device for lead based paint. Environmental survey personnel shall have State of Louisiana (or LA recognized) certification for field survey and sampling. UXO personnel shall be U.S. citizens and graduates of one of the following schools or courses: U.S. Army Bomb Disposal School, Aberdeen Proving Ground, Maryland/U.S. Naval Explosive Ordnance Disposal (EOD) School, Indian Head, Maryland/EOD Assistant's Co urse, Redstone Arsenal, Alabama/EOD Assistant's Course, Eglin Air Force Base, Florida. Ensure that resumes are provided for each of the required Architects/Engineers and other personnel specifically required and ENSURE THE RESUME IS CLEAR ON THE REQUIRED POSITION FOR WHICH IT IS SUBMITTED. Address Professional registrations and certificatio ns. Resumes are not required for testing labs but ensure that the lab is listed as a subcontractor and their role clearly identified. It is suggested that applicants modify the resume page of SF 255 (Block 7) to provide one resume page per employee with adequate information relevant to past projects, specific expertise required, etc. Repeat resume page as needed to provide all required resumes. (c) Demonstrate adequate capacity to perform design and other services meeting required schedules. (d) Demonstrate past performance with respect to cost control/quality of work/and compliance with performance schedules. The following items (e) through (i) are secondary criteria: (e) Geographical Location: Firms should show familiarity with the general project region and terrain. Location of the design team members should not create unusual coordination or travel restrictions to access the project site . (f) Volume of DOD contract awards. In Block 10 of the SF255, the prime must show their last 12 month's DOD awards stated in dollars. This IS NOT typically the same information requested in Block 9. List each award with brief description and contract num ber, date of award, award amount and provide a Grand total of all listed awards. Only include contract awards, Task Orders or modifications awarded during the 12 months prior to the date of this announcement. For example, there may be a contract or Task Order awarded 14 months ago that was modified 6 months ago. In that case only include the modification in the total. Award of an IDIQ contract does not generally have a monetary value until specific Task Orders are issued. (g) Subcontracting: If a Large Business, the Prime must show the extent of participation of SB, SDB, HUBZone SB, and SDVOSB in the proposed contract design team measured as a percentage of the estimated effort. (h) In Block 10 of the SF255, include a draft Design Quality Control (DQC) Plan. It should include a brief presentation of internal controls and procedures that you use to insure that a quality design is produced. (i) Prior experience utilizing Dr. Checks. 4. SUBMITTAL REQUIREMENTS: (a) Interested firms having the capabilities to perform this work must submit one copy of SF255/SF254 (11/92 edition) for the prime firm and all consultants to the above address not later than 4:00 p.m. (Central) on the response date indicated above. If t he response date is a Saturday, Sunday or Federal Holiday, the deadline is 4:00 p.m. of the next business day. Submittals should be sent to US Army Corps of Engineers, ATTN: CESWF-EC-AM, Wayne McDonald, Room 4A17, 819 Taylor Street, Fort Worth, TX 76102. (b) Responding firms must submit a copy of a current (signed within the past 36 months) and accurate SF254 for themselves and each proposed consultant. It must be provided for the specific office proposed to do the work. Indicate in Block 4 of each SF254 if the firm is a Large/SB/SDB/WOSB. To be classified as a SB, a firm's average annual receipts or sales for the preceding 3 fiscal years must not exceed $4 mil. (c) Submit only one SF255 for the design team, completed in accordance with the instructions. It must contain information in sufficient detail to identify the team (prime/consultants) proposed for the contract. The A-E shall not include company literatur e with the SF255. In Block 3 of the SF255, provide the ACASS number for the prime A-E or joint venture (JV). The ACASS number must be for the firm performing the work/, i.e., not the parent company ACASS number, but an ACASS number specifically for the o ffice performing the work. (d) Include FedBizOps announcement number in Block 2b of the SF255. (e) In Block 4 of the SF255, insert the number of personnel proposed for the contract by discipline (not necessarily total capacity), Consultants as (A) and in-house as (B). (f) In Block 6 of the SF255, identify the discipline/service to be supplied by each consultant. Provide brief resumes in Block 7 of the on-staff or consultant employees you intend to use to perform the work in the anticipated design time. It is recommend ed that Block 7 be modified to provide one page per employee to capture key employee relevant experience. Block 7 may be repeated as needed to identify all key individuals and required disciplines in the required quantity. Resumes must be submitted for each employee required to meet the minimums stated in 3b and in adequate number to perform the design. Ensure the Resume identifies the mandatory position the employee will fill. (g) Personal visits to discuss this announcement will not be scheduled. (h) Solicitation packages are not provided for A-E contracts. (i) In Block 10 of the SF255, address each of the following requirements and INCLUDE SUBPARAGRAPH NUMBERS AND HEADINGS AS INDICATED BELOW. Reference individual resumes to minimize duplication if desired. Block 10 should be limited to 20 pages excluding the draft Design Quality Control Plan. (1) Provide numeric total of DOD awards in the past 12 months relative to date of this announcement. Provide itemized summary following Block 10 including Agency/Contract Number/Project Title/Award amount. Provide a total for the 12 month period. (2) Address key personnel (by name (BN)) experience and training in use of M-CACES. (3) Address key personnel (BN) experience in Fire Protection/Life Safety Design including NFPA 80/101 and MIL-HDBK-1008C or UFC 3-600-01. (4) Address key Civil Engineering personnel (BN) experience in range design with emphasis on erosion control concerns. (5) Address key Civil Engineering personnel experience in range design with emphasis on line-of-sight and grading/cost issues. (6) Address design team capabilities (clarify planned capability/existing capability/prior experiences if any) with creating pdf files to include scanning capability. (7) Address team capabilities (clarify planned capability, existing capability and prior experiences if any) with creating BMS CAD files. Also detail experiences in conversion from the system used to the target system. (8) Address team capabilities (planned/existing capability/prior experiences if any) with creating cal files and viewing uncompiled cal files. (9) Address team capacity to complete the design on or before 30 September 2005 with a design start date of 1 August 2004. (10) Address team capabilities (planned/existing capability and prior experiences if any) with editing Specsintact files. (11) Address team capabilities (planned/existing capability and prior experiences if any) with Dr. Checks. Address which team members are registered in Dr. Checks by firm name and location and key individuals. (12) Address team capabilities (planned/existing capability and prior experiences if any) with MSWord/Excel or alternate word-processing and spreadsheet software and production of CDs. (13) Address Design Team capabilities (planned/existing capability and prior experiences if any) with Internet access/e-mail/virus software and ftp client. (14) Address team past performance with respect to cost control/quality of work/compliance with schedules. Clarify participation by team personnel proposed by this SF255. Project designs should have been initiated within the past 5 years. Provide releva nt references if response not related to projects in Block 8. (15) Address team capability/applicable experience in UXO avoidance activity to enable geotechnical investigations be performed on a UXO contaminated site. (16) Address team capability by firm/individual name experience in conducting wetlands surveys and preparing Section 404 Permits. For brevity, reference appropriate resumes for required information. (17) Provide a matrix of key team personnel for which resumes are provided and highlight their involvement on the 10 relevant projects listed in Block 8. (18) Address team experience by firm/individual name in HTW surveys including LBP and asbestos, use of XRF device and certifications of sampling personnel. Clarify which are survey and design personnel in support of HTW issues. For brevity, reference app ropriate resumes for required information. (19) Address by name the Testing labs for asbestos/LBP and for Geotechnical testing and ensure they are listed as subcontractors in Block 6 of the SF 255. (20) Provide other relevant information. (21) Address subcontracting issues and extent of participation of SB, SDB, etc. (22) Provide draft Design Quality Control Plan as specified. This is not a request for proposal.
