Description
EXTEND CLOSING THROUGH 03/31/04. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems CommandThis sources sought notice does not constitute the solicitation of a proposal, authority to enter into negotiations to award a contract for the items has not been received and funds are not currently available. All letters of interest from potential sources will be reviewed and retained. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island, seeks interested sources to develop and provide an Electronic Information Control, Collection and Distribution System. The proposed system will be an unclassified, networked data system to provide up to date procedures and specific hardware processing direction to the production shop floor and to collect and verify step accomplishment, test measurement and inspection data. The proposed system shall be an electronic real time information control, collection, and distribution system. It will provide for execution of maintenance and inspection procedures within a robust data management framework, resulting in a tool for workflow and process management. It will address the full scope of the process and facilitate procedure execution, data collection, procedure documentation, process auditing, and quality inspections. In real time, it will also define a process, measure the workflow, and compare measurement results to established standards and goals. The system will provide secure and reliable document modification, review, and approval. The system will allow for direct incorporation of procedure modifications and deviations and offer real-time workflow measurement, real-time documentation/data collection, work group information sharing and collaboration, as well as reduced use of paper. The system must operate at multiple facilities allowing both centralized and independent operations. A Functional Description Document detailing the requirements for the proposed system is available for review. Requests for information or copies of the functional description should be made to the following Naval Undersea Warfare Center Division Newport point of contact; Scott Santos, SantosSL@npt.nuwc.navy.mil. The product of this effort will be a Government team study report in third quarter of Fiscal Year 2004 that establishes recommendations on how to implement the Electronic Information Control, Collection and Distribution System. Proposed solutions for the Electronic Information Control, Collection and Distribution System should be forwarded to the following Naval Undersea Warfare Center Division Newport point of contact; Scott Santos, santosSL@npt.nuwc.navy.mil by 15 March 2004. The information received will be used for Government study team purposes only, and will not be publicly released as received. The Government team will conduct analysis of the aggregate information, and will utilize it to form recommendations for future approaches based both on the survey information and other information available to the study team. This is not a Request for Proposal (RFP). There is no commitment on the part of the U.S. Navy to award a contract as a result of this request for information, Reference NUWCDIVNPT Control #041960 in any responses forwarded to this office.
