- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-042IT015A is issued as a Request For Quotation (RFQ) under the Test Program for Certain Commercial Items (FAR Subpart 13.5). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The North American Industry Classification System (NAICS) code is 518111 with a small business size of $21.0 million. This procurement is not being conducted as a set-aside, and is available for full and open competition. As described in the Statement of Work attached to this synopsis/solicitation, the Contractor shall provide high speed Internet access to enhance the productivity and electronic capabilities of the Commodity Futures Trading Commission?s headquarters and Chicago offices. The period of performance will be one year from the effective date of award, with four additional one year options to extend the services. Any deliverables shall be shipped F.O.B. Destination. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items (Jan 2004) applies to this acquisition. The provision at FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) is applicable. The specific evaluation criteria to be included in paragraph (a) of that provision, listed in descending order of importance, are: 1) Price; 2) Technical Capability of the proposed service to meet CFTC?s requirements; and 3) Past Performance (not more than 5 references). From the standpoint of the relative importance of the technical criteria to price, the technical criteria, when combined, are approximately equal to price. Each quoter shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Jan 2004) with its quotation. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2003) applies to this acquisition. The following FAR clause is incorporated as an addendum to the clause at 52.212-4: 52.203-3 Gratuities (Apr 1984). The clause at FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Jan 2004) applies to this acquisition.
