Description
The National Institutes of Health intends to procure on a sole source basis to Dr. Lisa Bachenheimer and Dr. Tom Gambon to provide anesthesiologist services. The period of performance shall be for a single twelve (12) month period. Specifically, the contractor shall be responsible for providing complete anesthesiology services to the NIH Clinical Center for five (5) days per week as scheduled, from 7:00am to 3:30pm exclusive of Federal Holidays. The anesthesiologist must be dedicated to the Clinical Center during the hours and days specified. The Contractor shall participate in at least 6 primary call rotations per month to provide emergency anesthetic services, including holiday weeks. The Government will maintain a designate on-call list, and personnel will report during non-regular hours within one (1) hour following notification. It is believed that Dr. Lisa Bachenheimer and Dr. Tom Gambon are the sole sources for the requirement under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements) because of the following: First, the Clinical Center treats patients with complex, rare and advanced stage diseases who are enrolled in experimental protocols. As a result, surgical procedures performed at the Clinical Center are very unusual, complex and are not often performed anywhere else in the country. Anesthesiologists who service the Clinical Center must be proficient in all anesthetic techniques and invasive procedures. In addition, all anesthesiologists must be able to treat all age groups and have a broad knowledge of all the rare diseases that are treated at the Clinical Center. Dr. Bachenheimer and Gambon have previously serviced the NIH and both have the necessary skills as listed above. Furthermore, they are currently credentialed to work in the Clinical Center. This reduces the need for training which could potentially cause cancellation of surgical and off-site cases and it also enhances their ability to work independently and assures continuity of our operating rooms activities. This is crucial due to the current shortage of anesthesiologists at the Clinical Center and the increased caseload. Secondly, Dr. Bachenheimer and Gambon have the ability to arrive at the Clinical Center within one hour of notification for emergency cases. It is crucial that the contractor be able to report at the clinical center within one hour because emergencies do happen frequently as a result of the complex nature of the Clinical Center?s surgical caseload. This ability also allows the Clinical Center maximum flexibility to substitute last minute surgical cases. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
