Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Cancer Prevention Studies Branch (CPSB) plans to procure on a sole source basis with the International Agency for Research on Cancer (IARC), 150 Cours Albert Thomas, 69372 Lyon Cedex 08, France. The purpose of this procurement is to obtain data on nutritional factors and lifestyle from the first 1,100 subjects recruited of a 50,000 person cohort. This data will be compared with data obtained from previous order (263-MQ-312730) where the data was obtained from 1000 random Golestan adults. This data will aid the CPSB in the planning and execution of a case-control study in Golestan Province as well as providing an independent assessment of risk factors for esophageal cancer. Esophageal cancer is one of the leading causes of death from malignant neoplasms in many countries around the world. The CPSB conducts intramural research in the areas of, genetics and cancer, nutrition and cancer, cancer chemoprevention, and other cancer prevention strategies aimed at lowering human cancer risk. IARC had worked in Golestan province in the 1970s and restarted there work approximately 2 years ago. They are in the advanced planning stages for developing a cohort of approximately 50,000 subjects and have already selected, questioned, and obtained biological samples from some of the group. This existing data can be used by the CPSB in the planning of its own studies, including a Case-control study in Golestan Province, which is currently being designed by the CPSB. IARC is the only source known to the NCI researcher that can provide this data. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on April 5, 2004. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
