Description
The Tennessee Army National Guard (TNARNG), as an agent of the National Guard Bureau (NGB), is currently responsible for the prudent management of forest resources on the Volunteer Training Site Milan (VTS-M) in Caroll and Gibson Counties, Tennessee. The U.S. Army Corps of Engineers, Mobile District, originally licensed the property to the TNARNG in 1963. Due to the extent of forest resources on the VTS-M, approximately 1093 acres of upland forest and 642 acres of bottomland forest, the TNARNG requires a Contractor to complete a timber volume (forest) inventory and subsequently prepare a Forest Management P lan (FMP) for the VTS-M. The forest inventory will be an essential part of the development of forest management practices and is required prior to completing the Forest Management Plan. Inventory of forest resources is required by the Army Regulation (AR) 200-3. With respect to forest inventories, AR 200-3 states Volume inventories of forest stands will be made and kept current (not older than ten years) to provide for sustained productio n of forest products. Volume inventories are an integral part of the installation's forest management plan. AR 200-3 also requires that installations manage forest resources to improve military mission areas, and when possible, attain multiple use and sus tained yield timber management while enhancing watersheds, wildlife habitats, and natural beauty values along scenic corridors. An updated forest inventory and management plan is required to comply with AR 200-3 and accomplish forest management goals outl ined in the VTS-M Integrated Natural Resources Management Plan (INRMP). The SOW includes a forest inventory and Management Plan for Volunteer Trng. Site, Milan, TN, and timber marking/volume tally for clearing a 25ft buffer/fire break along property boundary. The inventory must be completed and will be incorporated into the Fo rest Management Plan. Solicitation documents will be available on or about 24 March 2004 and can be downloaded at www.nationalguardcontracting.org. Proposals will be due on or about 12 April 2004. POC is SFC David Reagan at 615-313-2651 or via email at paul.reagan@tn.ngb.army .mil.
