Description
This is a combined synopsis/solication. The General Services Administration intends to solicit, negotiate, and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to Advanced Programming Concepts, Incorporated located in Austin, Texas. The procurement is to upgrade the existing Multi-Radar Tracking System (MRTS) at Naval Strike Air Warfare Center (NSAWC) Fallon, NV. Advanced Programming Concepts was determined to specifically address the unique requirements being utilized by Naval Strike Air Warfare Center. This effort will upgrade the existing Version 11 multi-radar tracking system (MRTS) to Version 12 at the Naval Strike Air Warfare Center (NSAWC) Fallon, NV. The Version 12 will mainly provide Fallon with Link 16 capability. Advanced Programming Concepts (APC) is the Original Equipment Manufacturer (OEM) of the MRTS. NSWC Corona Division and NSAWC Fallon originally acquired this item through competitive procurement. The original "off-the-shelf" system was not procured with specifications, software, or electronic drawings due to Advanced Programming Concept?s proprietary rights. The installation of a unit from another manufacturer will force NSAWC Fallon to acquire a radar display from another manufacturer, retrain personnel on the operation, maintenance, and repair of the new system at considerable cost, Advanced Programming Concepts is the only source for this requirement and is solely capable of responding to ongoing support requirements. The multi-radar tracking system specifications are attached to this synopsis for industry information. The proposed action is for supplies/services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes. The applicable North American Industry Classification (NAICS) Code is 541511 and the size standard is $21.0 million. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via e-mail to diemle.phan@gsa.gov by 4:00 p.m., PST, March 26, 2004. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
