- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to purchase the following services in support of the Integrated Warfare System Lab (IWSL): facility access control, media library, delivery staging, technical documentation, simulation system project management and engineering, and simulation/tactical systems operation, and testing and evaluation, support of the Collaborative Engineering Development Center (CEDC/Bldg 180 facility access control and data library, bldg 1470 access control, and bldg 1500 access control. This requirement is offered for competitive award under the Small Business Administration 8(a) program and is restricted to all eligible 8(a) firms. A cost-plus award fee type contract is anticipated with a performance period of five (5) years. The estimated level of effort for the term of the contract is approximately 644,710 hours. A Best Value Source Selection process will be utilized. The evaluation factors will be: Technical Understanding/Capability related to Statement of Work; Management Capability; Key Personnel; and Past Performance on similar contracts. The offerors will also have to meet the following minimum requirements: Security Clearance?facility cleared at Secret level; All personnel supporting the contract must have secret clearances; Facility Location; and Personal Computer/Software requirements. Solicitation is to be issued on approximately April 23, 2004 with proposals due approximately 45 days after issue. This is a follow-on to two contracts: N00178-00-C-2001 with Future Technologies, Inc (FTI), 10289 Aerospace Road, Seabrook, MD,20706 and N00178-00-D-2012 with Intecs International, Inc., 5500 Cherokee Ave, Suite 410, Alexandria, VA, 22312-2321.
