- Item: Shirt, Men's, Short Sleeve, Khaki, MC Shade-M-1 NSN's: 8405-01-515-8968 (s) Specification MIL-S-19984, pattern dated 20 Sept 89, Pattern Date: July 30, 2003. GFM Item Specification: Cloth, Trop, P/W Type III, MC shade #M-1, 2 ply. This will be an unrestricted acquisition. This will be an indefinite delivery type contract for a base year quantity of 117,960/Min and 235,560 ea/Max. Evaluation factors for award are the following: 1.Experience/Past Performance 2. Bill & Hold 3. Mfg. Plan 4. Socio-Economic Plan 5. DLA Mentoring 6. JWOD. Expanded First Articles, 300-500 each will be required 90 days after the date of award. There will be a 30 day First Article evaluation/review period + 60 days Production Lead Time after First article approval (first delivery 180 days after date of award). There will be four (4) one year term option years. If a pattern/specification is needed, a request should be placed via DSCP C&T electronic spec/pattern ordering system. DSCP has developed a web-based system that allows manufacturers the ability to request specifications, patterns and drawings on our contracting page http://ct.dscp.dla.mil/Contracting/. Do not contact the contract specialist to request specifications or patterns. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER 4/6/200 (Estimated Date). From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
